President William Ruto has pledged to inject an additional KES 5 billion into Kenya’s Hustler Fund before the end of 2026 to expand access to small, collateral-free loans. Speaking at the Mashujaa Day celebrations in Eldoret on October 20, Ruto said the government-backed programme had advanced KES 98 billion and had more than 10 million regular borrowers. He also pointed to gains in stock-market value, foreign investment and agricultural support, although the latest funding pledge is not yet a completed disbursement.
Key Overview
- Additional funding: KES 5 billion promised for the Hustler Fund by December 2026.
- Loans advanced: KES 98 billion cumulatively, according to the President; this is not the fund’s current outstanding loan balance.
- Borrower reach: More than 10 million regular borrowers, as stated in the October 20 address.
- Stock market: The President said market value had roughly doubled since 2022; an October 16 exchange snapshot showed KES 4.04 trillion in capitalisation.
- Foreign investment: Reported inflows reached about US3.2billion(KES413billion)in2025,comparedwithUS1.5 billion (KES 194 billion) in 2022.
KES 5 Billion Pledge Targets Small Businesses and Borrowers
Ruto announced the planned injection during his October 20 Mashujaa Day address at Kipchoge Keino Stadium in Eldoret. He said the additional funds would allow more Kenyans to borrow and support businesses that struggle to qualify for conventional bank loans.
The KES 5 billion is a forward-looking funding commitment. The announcement did not specify a disbursement date, how the money would be allocated across loan products, or how many additional people could receive credit. The funds’ impact will depend on the eventual release of money, repayment performance and how effectively loans reach viable businesses.
What KES 98 Billion in Hustler Fund Lending Means
The President’s reported KES 98 billion loan figure describes total loans advanced over the programme’s life. It should not be confused with KES 98 billion in money currently outstanding: the same funds can be lent, repaid and lent again. Likewise, the claim of more than 10 million regular borrowers is different from the total number of people who have registered for the programme.
Under the published personal-loan conditions, eligible borrowers can access KES 100 to KES 50,000, subject to creditworthiness and repayment history. The standard loan carries an 8% annual interest rate, calculated for the borrowing period, with a 14-day repayment term. Five percent of the approved amount is allocated to savings, leaving 95% for the borrower’s mobile-money wallet. The President did not announce changes to these terms.

Stock Market and Foreign Investment Figures
In defending his administration’s economic record, Ruto said the value of Kenya’s equity market had doubled from approximately KES 2 trillion in 2022 to KES 4 trillion. The exchange’s published market snapshot recorded KES 4.036 trillion in listed equity market capitalisation on October 16, 2026. Market capitalisation reflects the value of listed shares, rather than cash newly invested in businesses.
He also cited a rise in foreign direct investment from approximately US1.5billion in 2022 to US 3.2 billion in 2025. The 2025 investment figures were reported as roughly KES 413 billion, compared with KES 194 billion in 2022. Foreign investment can support expansion and employment, but the effects on households depend on the projects financed and the jobs created.
Agriculture Reforms and Household Incomes
The President also said 8.9 million farmers had been registered under government agricultural programmes. He cited a reduction in subsidised fertiliser prices from approximately KES 7,500 per bag in 2022 to KES 2,000 and described improvements in farm output and producer prices.
These are figures presented in the speech rather than independently audited outcomes in the address itself. For farmers and small traders, lasting gains will depend on input availability, market access, the prices they receive and whether access to loans produces additional income after repayment costs.
What Happens Next for the Hustler Fund?
Attention now turns to whether the government releases the pledged KES 5 billion by December 2026 and reports how it is used. Useful measures of performance include active borrowers, repayment and default rates, loans reaching businesses, and changes in borrowers’ incomes—not disbursement totals alone.
The announcement signals continued support for public microcredit, but its economic value will be clearer once the additional funding is deployed and measurable benefits are reported.
