$24.07 Million Investment Targets Forest Recovery
Côte d’Ivoire and the African Development Bank Group have launched an additional $24.07 million investment to restore degraded forest landscapes, strengthen climate resilience and support rural communities.
The financing will support the country’s component of the Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin (PIDACC-BN).
The investment was announced in Bouaké during a monitoring mission held from September 14 to September 24, as authorities and development partners reviewed progress and prepared the programme’s next investment phase.
How the Climate Financing Is Structured
The financing package is worth approximately 13.5 billion CFA francs and combines concessional financing, climate funding and a contribution from the Ivorian government.
The African Development Fund will provide a $6.87 million loan, while the Climate Investment Funds’ Forest Investment Programme will provide a $12.6 million loan and a $1.9 million grant.
Côte d’Ivoire’s government will contribute $2.7 million toward the investment.
The funding structure is designed to support forest restoration while strengthening rural economic activities and communities’ ability to respond to climate-related pressures.
Five Regions to Receive Support
The new phase will operate across Gbêkê, Bélier, Iffou, Moronou and N’Zi.
Around 30,000 people are expected to benefit directly from the programme, including women and young people.
The investment will support forest restoration, agroforestry and rural activities, linking environmental recovery with livelihoods in communities that depend on land and natural resources.
The programme is particularly focused on the former cocoa belt, where restoration of degraded landscapes is being combined with efforts to strengthen rural production systems.
More Than 7 Million Forest Seedlings Planned

A major part of the investment will focus on rebuilding forest cover.
The programme plans to produce more than 7 million forest seedlings, establish 6,000 hectares of agroforestry systems and restore nearly 3,300 hectares of forest plantations.
The investment will also support livestock farming, market gardening and agricultural processing, extending the programme beyond tree planting to activities that can support rural livelihoods.
During the monitoring mission, 100 tricycles were provided to seedling-production groups, while 23 motorbikes were handed to rural extension workers to strengthen their operations.

Building Climate Resilience in Rural Communities
The programme connects environmental restoration with climate adaptation and rural development.
PIDACC-BN was launched in 2018 to restore degraded ecosystems, strengthen climate resilience and promote sustainable natural-resource management across the Niger Basin.
In Côte d’Ivoire, the programme operates in the Niger River national sub-basin and central regions and is expected to directly or indirectly benefit more than 1.8 million people.
The additional funding supports a new phase within the broader programme, with a specific focus on forest recovery, agroforestry and rural economic activities.
Linking Forest Restoration With Development
The investment places forest restoration within a wider development agenda.
The Africa Sustainability Matters report notes that restoring degraded landscapes can support water retention, reduce erosion and sedimentation, strengthen agricultural production and improve resilience to changing rainfall patterns.
The programme also forms part of a wider regional approach because the Niger Basin is shared by nine countries. This means that land and water management in one country can have implications for wider ecosystems and water resources.
Turning Climate Finance Into Local Results
The African Development Bank has highlighted the importance of turning the financing into practical results for communities.
Côte d’Ivoire Water and Forests Ministry Chief of Staff Elvire Joëlle Zouzou said, “We have the funding. We have the partners. We have the technical expertise. Above all, we have communities expecting results.”
She added, “It is now up to us to turn these resources into sustainable results.”
African Development Bank Chief Programme Officer for West Africa Tandina Abdoulaye said the results achieved so far demonstrate that targeted investments can restore ecosystems and strengthen community resilience.
Outlook
Côte d’Ivoire’s $24.07 million climate investment brings together forest restoration, agroforestry, rural livelihoods and climate adaptation under the next phase of PIDACC-BN.
With more than 7 million seedlings planned, 6,000 hectares of agroforestry systems targeted and nearly 3,300 hectares of forest plantations to be restored, the programme is designed to connect environmental recovery with economic activities in rural communities.
The success of the investment will depend on how effectively the financing, technical support and local implementation capacity translate into lasting forest recovery and stronger climate resilience.
