Spain, Portugal and Luxembourg call for a dedicated EU renewable energy target for 2040 as the bloc develops its post-2030 energy framework.

Spain, Portugal and Luxembourg are calling on the European Union to establish a renewable energy target for 2040. The three countries want a dedicated renewables goal rather than a broader clean-energy target that would include nuclear power. The push comes as the EU prepares new energy policies for the period after 2030.

Key Overview

  • Spain, Portugal and Luxembourg are urging the EU to establish a renewable energy target for 2040.
  • The EU currently has a 2030 renewable energy target of 42.5% but no separate 2040 renewable energy goal.
  • The three countries say a 2040 target would provide clearer signals to investors and markets.
  • Other EU countries are pushing for a broader clean-energy target that would also include nuclear power.
  • The debate comes as the European Commission prepares new energy policies for the bloc’s post-2030 strategy.

Three Countries Push for a 2040 Renewable Energy Goal

Spain, Portugal and Luxembourg have urged the European Union to establish a 2040 target for expanding renewable energy.

The request was made in a letter to EU Energy Commissioner Dan Jørgensen, dated September 25. The three countries are seeking a specific renewable energy target as the EU prepares policies to guide its energy strategy beyond 2030.

The proposal is also aimed at giving investors greater certainty as Europe plans its longer-term energy transition.

Spain’s Energy Minister Sara Aagesen said, “Investors need to have clear signals”, explaining why Spain wants a dedicated renewables goal.

EU Has a 2030 Target but No 2040 Renewables Goal

Infographic showing the EU’s 42.5% renewable energy target for 2030 and the absence of a separate 2040 renewables goal, with Spain, Portugal and Luxembourg calling for a clearer long-term target.

The European Union currently has a target to increase the share of renewable sources in its overall energy consumption to 42.5% by 2030. However, there is currently no separate renewable energy target for 2040.

Spain, Portugal and Luxembourg want this gap addressed as the European Commission prepares new policies for the bloc’s energy strategy after 2030.

The three countries said in their letter that “Renewables are proven and competitive solutions that can be deployed in the EU at scale and on time.”

The countries argue that a defined 2040 renewable energy target could provide a clearer direction for investment and renewable energy deployment.

Fossil Fuel Dependence Adds to the Push

The three countries also linked their call for a 2040 renewable energy target to concerns over Europe’s reliance on fossil fuels.

In their letter, they said, “A high reliance on fossil fuels puts our economies and citizens in a vulnerable position.” They also pointed to geopolitical uncertainties and the consequences of the Strait of Hormuz blockage as reasons for moving faster to reduce dependencies.

OilPrice similarly reported that the three countries are arguing for faster clean-energy deployment to reduce dependence on imported fossil fuels and disruptions affecting oil and gas supplies.

Debate Over Renewables and Nuclear Power

The proposal is likely to add to an existing disagreement within the European Union over what should qualify as the bloc’s longer-term clean-energy strategy.

Spain, Portugal and Luxembourg are calling specifically for a renewable energy target. Other EU governments want a broader “clean energy” goal that would include nuclear power.

France and Sweden have supported nuclear power as part of efforts to reduce greenhouse gas emissions and dependence on imported fossil fuels. Finland’s Climate Minister Sari Multala also said, “We definitely have to see nuclear as part of the solution,” during a meeting of EU energy ministers.

At the same time, countries including Austria and Luxembourg oppose nuclear power, citing concerns about safety and nuclear waste.

A Longer-Term Signal for Investors

The debate is not only about the type of energy Europe should prioritize. It is also about the investment direction the EU wants to establish beyond 2030.

OilPrice reported that the ministers wrote, “The 2040 EU renewables target should send a clear signal to investors and markets,”.

For Spain, Portugal and Luxembourg, establishing a clear 2040 renewable energy benchmark would provide a longer-term framework for the development of renewable energy across the bloc.

The proposal therefore places renewable energy policy, investment certainty and energy security at the center of the EU’s post-2030 discussion.

Outlook

Spain, Portugal and Luxembourg are pushing for the European Union to establish a dedicated renewable energy target for 2040 as the bloc develops its post-2030 energy strategy.

The proposal is also exposing a wider policy difference between countries that want a renewables-specific target and those seeking a broader clean-energy framework that includes nuclear power.

The outcome of that debate will help shape the direction of European energy policy beyond 2030, including the signals provided to investors and the role different energy technologies could play in the bloc’s future energy mix.
