Africa Energy Bank launches in Abuja with $5 billion in capital, aiming to finance energy infrastructure, support oil and gas projects, and expand access to energy investment across Africa

The Africa Energy Bank (AEB) was formally established in Abuja, Nigeria, on October 31, 2026, with $5 billion in authorised capital to help finance energy development across the continent. Created by the African Export-Import Bank (Afreximbank) and the African Petroleum Producers’ Organisation (APPO), the institution aims to address the funding shortfall facing oil and gas projects as some traditional lenders scale back fossil-fuel exposure. Its establishment marks a governance milestone, although the $5 billion is not equivalent to cash already raised or immediately available for lending.

Key Overview

  • Launch: The Africa Energy Bank held its inaugural general meeting in Abuja on October 31, 2026.
  • Capital: The new institution has $5 billion in authorised capital, rather than $5 billion of confirmed disbursable funds.
  • Financing needs: Its sponsors estimate Africa’s energy investment requirements at approximately $200 billion.
  • Mandate: Financing is intended to cover exploration, production, transportation, processing, refining and distribution.
  • Leadership: Helmy Ghazi was appointed inaugural president and the bank’s first board of directors was constituted.

Africa Establishes a New Energy Financing Institution

The formal establishment announcement confirms that Afreximbank and APPO created the bank at its first general meeting in Nigeria’s capital. The proposed institution will operate independently as a supranational, pan-African lender, with financing and investment to be mobilised from governments, national oil companies, financial institutions and private investors.

Its formation responds to a persistent mismatch between African energy investment needs and the willingness of some established lenders to finance fossil-fuel projects. The sponsors put those needs at roughly $200 billion, although that estimate should not be interpreted as a financing commitment by the new institution.

The bank’s $5 billion authorised capital defines its approved capital framework. Actual lending capacity will depend on subscriptions, paid-in funding, further capital mobilisation and operational readiness. As reporting on the launch and funding timetable makes clear, the formal launch does not mean the full amount is already available for project loans.

Oil, Gas and Refining Projects Set to Benefit

The bank’s mandate spans the energy value chain, including upstream exploration and production, pipelines and other transportation facilities, processing, refining and distribution. Its sponsors argue that greater investment in these activities could improve domestic production, reduce dependence on imported petroleum products and expand trade between African economies.

The joint statement outlining the mandate also connects energy financing to industrial development, electricity generation and transmission. These investments are considered increasingly important as demand for reliable power grows alongside manufacturing, digital infrastructure and artificial intelligence.

The institution is intended to support what its founders describe as a just energy transition, balancing continued investment in oil and gas with African countries’ development priorities. The statement does not, however, announce individual loan approvals or identify a completed portfolio of financed projects.

Helmy Ghazi Named Inaugural President

At the October 31 assembly, shareholders appointed Helmy Ghazi as the bank’s first president and established its inaugural board, drawing representation from public and private institutions and African policy organisations. Ghazi previously held a senior banking leadership position in Egypt, bringing experience in corporate and international finance to the new institution.

The leadership appointment announcement marks an important step towards building the bank’s governance and management structure. Attention now shifts to converting its capital commitments and institutional mandate into functioning financing operations.

What the Launch Means for African Energy Investment

For African producers, refiners and infrastructure developers, a specialised regional lender could provide an additional source of long-term finance at a time when some international financiers are restricting fossil-fuel exposure. It could also encourage more African participation in the ownership and financing of major energy assets.

Yet the bank’s eventual impact will depend on the pace of capital payments, its ability to attract private co-investors, prudent project selection and the terms on which borrowers can access financing. Its formal establishment is therefore an important starting point, rather than proof that the continent’s energy financing gap has already been closed.
