The United States and China have moved to ease trade tensions by recommending more favourable tariff treatment for $60 billion worth of bilateral trade, split evenly between $30 billion of goods from each side.

The measure covers a broad range of non-sensitive products, including US agricultural goods, seafood, cosmetics and medical devices, alongside Chinese household appliances, toys and seasonal products. The initiative comes alongside an extension of the current trade truce through January 10, 2027, giving both governments more time to negotiate a broader economic agreement.

Key Overview

  • The US and China have each recommended $30 billion of non-sensitive goods for possible reduced tariff treatment.
  • The combined trade covered by the initiative is about $60 billion.
  • US products under consideration include corn, wheat, sorghum, meat, dairy, seafood, cosmetics and medical devices.
  • Soybeans are notably not included in the new agricultural tariff-relief list.
  • Chinese products under consideration include small appliances, toys, tableware, bedding, holiday decorations and child car seats.
  • The current US-China trade truce has been extended through January 10, 2027.
  • China has also committed to import at least 10 million metric tons of US coal in 2027 and 2028.

$60 Billion Framework Focuses on Non-Sensitive Goods

The latest arrangement was developed under the US-China Board of Trade, a bilateral mechanism created to manage trade in non-sensitive goods.

Under the framework, both governments have recommended $30 billion of goods on each side for more favourable tariff treatment.

The wording is important. The goods have been recommended for lower tariffs, but the reductions are still subject to each country’s domestic laws and implementation processes rather than constituting an immediate removal of tariffs across the entire $60 billion.

The US trade office estimates the arrangement could improve access for around 30% of American exports to China.

Products under consideration for lower Chinese tariffs include corn, wheat, sorghum, meat, dairy products, vegetable oils, seafood, wood products, cosmetics and medical devices.

Soybeans, one of the most politically and commercially important US agricultural exports to China, are absent from the new list.

US Consumer Goods Also Set for Tariff Relief

On the US side, the proposed tariff reductions largely target Chinese consumer and household products considered less strategically sensitive.

The product lists released under the new framework include small household appliances such as coffee makers and toasters, as well as tableware, bedding, toys, holiday decorations and child car seats.

The structure reflects an effort by both countries to carve out areas where trade can expand without touching the most politically sensitive sectors, including advanced semiconductors, critical technologies and other products linked to national security.

That approach allows both sides to deliver limited commercial relief while keeping broader strategic restrictions in place.

Trade Truce Extended Into January 2027

The tariff initiative accompanies a two-month extension of the existing US-China trade truce.

The agreement will now remain in place through January 10, 2027, giving negotiators more time to work on unresolved issues and giving companies a more predictable short-term policy environment.

The extension follows a second summit this year between US President Donald Trump and Chinese President Xi Jinping.

Both countries have also agreed to continue regular discussions on investment opportunities, market-access barriers and policy transparency. A separate Board of Investment will serve as a forum for resolving commercially significant investment issues.

Agriculture and Coal Remain Central to Trade Talks

Agriculture remains one of the most important components of the relationship.

China’s selection of corn, wheat, sorghum, meat and dairy products for potential tariff relief could support US efforts to increase agricultural exports, though the exclusion of soybeans shows that some major bargaining issues remain unresolved.

The two sides will also establish an agriculture working group to discuss market access and regulatory matters.

Energy trade is another part of the package. China has agreed to import at least 10 million metric tons of US coal in 2027 and the same amount again in 2028.

The commitment could provide a new outlet for US coal producers while adding another source of supply for China.

Wider Talks Cover AI, Finance and Flights

The latest negotiations extend beyond tariffs.

The two governments have agreed to establish a communication channel for artificial-intelligence incidents and plan further dialogue on AI before the end of November.

China has also said it will review applications from qualified foreign financial-services companies, including US-backed firms, seeking to operate or expand in the country.

Both sides will continue discussions on increasing direct flights between the United States and China, another area that has recovered slowly since pandemic-era disruptions.

The latest measures do not resolve the deeper strategic disputes between the world’s two largest economies, but they create a limited area of commercial cooperation while broader negotiations continue.
