Saudi Arabia used LEAP 2026 to reinforce its position as one of the Middle East’s most aggressive technology investment markets, with announcements spanning data centres, cloud computing, artificial intelligence, venture capital, digital government, mobility and gaming.

The event’s third day highlighted fresh commitments including NHC Innovation’s SAR 3.3 billion Khuzam Digital Valley project, a $20 million AI investment and acquisition initiative, startup funding and new public-private technology partnerships. Across the full event, Saudi authorities said LEAP 2026 generated nearly $15 billion in investments and agreements, underlining the scale of capital being directed toward the Kingdom’s digital economy.

Data Centres Become a Core Investment Theme

One of the largest announcements was NHC Innovation’s SAR 3.3 billion commitment to Khuzam Digital Valley, a data centre development planned in multiple phases. The project is designed to support growing demand for cloud computing, artificial intelligence and other data-intensive services, with NAVER Innovation and BytePlus joining as its first anchor customers.

The project fits a much broader infrastructure build-out. Saudi Arabia is trying to create enough domestic computing capacity to support advanced AI workloads, enterprise cloud adoption and growing local data requirements. At the same event, Al Moammar Information Systems also announced a major expansion of its data-centre capacity, showing that investment is spreading across several infrastructure operators rather than concentrating in a single flagship project.

AWS Moves Its Saudi Cloud Region Toward Launch

Cloud infrastructure is another major part of the Kingdom’s technology strategy. AWS confirmed that its first Saudi cloud region will launch in December 2026, bringing local access to its cloud infrastructure and services.

The associated investment exceeds $5.3 billion, but it is important to distinguish this from a new LEAP 2026 commitment. The Saudi region was originally announced in 2024, while this year’s event provided an updated deployment timetable and additional details on AWS’s expanding partnership with HUMAIN.

Under that partnership, AWS and HUMAIN are working toward providing up to 50 megawatts of capacity in Saudi Arabia’s first AI Zone by 2028. The build-out is expected to include advanced AI infrastructure such as AWS Trainium processors and NVIDIA systems for model training and inference.

AI Capital Moves Beyond Infrastructure

Saudi Arabia’s AI strategy is also attracting investment at the company level. Foras AI announced a $20 million investment and M&A initiative focused on backing and acquiring artificial-intelligence businesses across the Middle East and North Africa.

That type of capital matters because building an AI economy requires more than computing infrastructure. Startups also need growth funding, access to customers and pathways to acquisition or regional expansion.

A separate partnership between the Digital Government Authority and STV aims to connect AI startups with government use cases. The arrangement will provide selected companies with opportunities including innovation sandboxes, procurement pathways, regulatory support and potential investment, while STV contributes technical expertise and startup evaluation.

Startups and Digital Services Attract Fresh Funding

Investment activity also reached consumer-facing technology. Dubai-based hospitality platform estaie announced a $5.2 million seed round to accelerate its expansion in Saudi Arabia.

The company applies AI to pricing, inventory management and booking across hotels, serviced apartments and residential leasing. Its expansion illustrates how Saudi technology investment is increasingly intersecting with other Vision 2030 growth areas such as tourism, hospitality and real estate.

The broader venture environment was active as well. Saudi authorities reported nearly $293 million in venture-capital announcements on Day Three, including startup funding rounds and new or expanded investment funds.

Mobility and Gaming Broaden the Opportunity Set

Not every LEAP announcement was a direct capital commitment. Mobility and gaming sessions focused more heavily on where future investment may flow and what capabilities Saudi Arabia still needs to develop.

Mobility discussions examined autonomous systems, connected infrastructure and intelligent logistics, with investors focusing on technologies capable of solving real operational problems and reaching commercial scale.

Gaming discussions placed greater emphasis on talent. Industry leaders argued that building a globally competitive Saudi games sector will require local workforce development and studio capabilities alongside financing. That reflects a broader shift in the Kingdom’s strategy from simply attracting technology companies toward developing domestic expertise that can sustain new industries.

Saudi Arabia Builds a Wider Technology Investment Base

The scale of LEAP 2026 shows that Saudi Arabia’s technology agenda is becoming increasingly diversified. Data centres and cloud infrastructure remain the foundation, but investment is also reaching AI startups, digital government, hospitality technology, mobility and gaming.

For investors and technology companies, the opportunity is therefore expanding beyond isolated projects. The Kingdom is attempting to build an interconnected ecosystem in which infrastructure, venture capital, government demand and talent development reinforce one another.

The key test will now be execution.
