Kenya Strengthens Mission 300 Energy Implementation

Kenya is accelerating efforts to achieve universal energy access by 2030 through the implementation of its Mission 300 National Energy Compact, a comprehensive strategy designed to expand electricity access, promote clean cooking solutions and attract greater investment into the country’s energy sector.

The government recently hosted a two-day Compact Implementation Support Workshop in Nairobi, jointly organized with the African Development Bank Group and facilitated by Sustainable Energy for All (SEforALL). The meeting marks an important milestone in transforming Kenya’s energy commitments into a structured implementation plan with clearly defined responsibilities, financing priorities and measurable targets.

Mission 300 is a joint initiative of the African Development Bank Group, World Bank Group, The Rockefeller Foundation, SEforALL and the Global Energy Alliance for People and Planet, aiming to connect an additional 300 million people to electricity across Africa by 2030.

Ambitious Energy Access Targets

Under its National Energy Compact, Kenya plans to increase electricity access from 75% to 100% by 2030 while achieving universal access to clean cooking technologies.

The strategy also seeks to expand the country’s renewable energy generation capacity from approximately 2.627 MW to 5.952 MW, develop an additional 8,000 km of transmission lines and mobilize greater private sector investment to strengthen the energy sector.

These objectives are intended to improve energy reliability, reduce energy poverty and support Kenya’s broader economic development and climate goals.

Roadmap for Implementation

The workshop focused on developing Kenya’s Compact Implementation Support Document (CISD), a country-led framework that translates national energy commitments into practical actions.

The implementation document outlines:

  • Priority policy and regulatory reforms.
  • Institutional responsibilities across government agencies.
  • Technical assistance requirements.
  • Financing needs and investment priorities.
  • Risk mitigation strategies.
  • Monitoring mechanisms.
  • A sequenced 12-month implementation workplan.

Government institutions, development partners and private sector representatives also reviewed project pipelines, implementation challenges and opportunities to strengthen coordination among stakeholders.

The framework is expected to guide the work of Kenya’s Compact Delivery and Monitoring Unit (CDMU), which will oversee implementation of the National Energy Compact.

Progress Already Underway

Officials highlighted several milestones achieved since Kenya launched its National Energy Compact in 2025.

These include the introduction of transaction advisory services for major hydropower and electricity transmission projects, technical assistance supporting competitive solar and wind energy auctions and the establishment of Kenya’s Country Platform to transform development priorities into investment-ready projects.

Participants also identified 10 priority reform actions considered essential for accelerating implementation. These reforms aim to improve the policy and regulatory environment, unlock private investment and speed up delivery of projects that expand affordable and reliable electricity access.
