The Central Bank of Kenya has highlighted the ability of investors to settle successful government securities bids of up to KSh250,000 through M-Pesa using its DhowCSD platform, further simplifying access to Treasury bills and Treasury bonds for retail investors.

The mobile payment facility allows payment instructions to be initiated directly within the DhowCSD app or online portal. M-Pesa is currently the supported mobile-money option, although additional payment platforms are expected to be incorporated subsequently.

The development forms part of a broader digitalisation of Kenya’s government securities market. DhowCSD is improving domestic retail access, while a separate international market link launched in June 2026 has made Kenyan government debt easier for global institutional investors to access.

M-Pesa Simplifies Government Securities Settlement

Investing directly in Kenyan government securities has become increasingly digital through DhowCSD, and mobile-money settlement removes another operational step for smaller investors.

Under the KSh250,000 M-Pesa payment option, investors whose bids have been accepted can initiate payment from the Transactions section of either the DhowCSD mobile application or web portal.

The payment capability is specifically for settlement after an investor has successfully participated in an auction. It therefore does not replace the bidding process itself; investors must first place their Treasury bill or bond bids through DhowCSD and subsequently settle the amount due if their bids are accepted.

For payments above the KSh250,000 mobile-payment threshold, investors cannot settle the entire obligation through a single transaction under the M-Pesa facility and must use the other settlement arrangements available for larger payments.

Although renewed attention was drawn to the service in August 2026, the functionality is not entirely new. The M-Pesa integration was already reported as operational in November 2025, when investors were informed that payments of up to KSh250,000 could be made through DhowCSD after successful bids.

DhowCSD Brings Treasury Investing Onto Digital Channels

DhowCSD was created to digitise access to Kenya’s government securities market and reduce the dependence on manual processes previously involved in opening accounts, bidding and monitoring investments.

Through the platform, users can participate directly in Treasury bill auctions, access auction results and payment information, monitor holdings and receive updated portfolio statements.

The mobile application also allows investors to initiate secondary-market and pledge instructions. Its integration with M-Pesa makes the settlement stage particularly relevant in Kenya, where mobile money is already deeply embedded in day-to-day financial transactions.

For new users, the process begins with opening a DhowCSD investment account before bidding for available securities. The digital platform supports remote participation, allowing investors to manage much of the government-securities investment process without visiting the central bank physically.

The KSh250,000 mobile-payment limit makes the feature especially useful for smaller transactions, potentially lowering procedural friction for retail investors seeking direct exposure to government debt.

Kenya Is Also Opening Its Debt Market Globally

The retail-focused improvements come alongside changes targeting international institutional investors. On June 29, 2026, a new market connection became operational linking Kenya’s government securities infrastructure with Clearstream’s global network.

The Kenya market link supports Treasury bills, conventional government bonds and infrastructure bonds and makes Kenya Clearstream’s 60th domestic market connection and its second in Africa after South Africa.

Through the arrangement, international institutional investors can settle and safekeep eligible Kenyan government debt through an omnibus structure. Standard Chartered Kenya serves as the local custodian and Kenyan-shilling cash correspondent.

The infrastructure also allows eligible investors to access the Kenyan market without separate local registration or individual account-opening requirements through the international settlement network.

The connection is expected to broaden the investor base and improve liquidity in Kenya’s domestic debt market, complementing the retail-access improvements being delivered through DhowCSD.

A More Accessible Government Debt Market

Taken together, the M-Pesa facility and international settlement link show Kenya modernising government-securities access at both ends of the investor spectrum.

For domestic investors, allowing successful bids of up to KSh250,000 to be settled through mobile money reduces friction between receiving an auction allocation and completing payment. For institutional investors abroad, the Clearstream connection simplifies custody and settlement arrangements.

The result is a government-securities infrastructure increasingly built around digital access. As additional mobile-payment platforms are introduced and DhowCSD continues to develop, the practical barriers to purchasing and managing Kenyan Treasury securities could continue to decline for retail investors.
