Canada has announced plans to invest up to C$1.6 billion in Toronto-based artificial intelligence company Cohere, strengthening its ambitions to develop advanced AI capabilities domestically. The equity investment, unveiled by Prime Minister Mark Carney on October 29, 2026, forms part of a broader financing round targeting C$7 billion. It will support new computing infrastructure, skilled employment and the development of secure AI systems for businesses and governments.

Key Overview

  • C$1.6 billion: Canada’s planned equity investment in Cohere, to be disbursed in stages.
  • C$7 billion: Cohere’s targeted Series E fundraising round, implying a valuation of approximately C$35.7 billion.
  • 1,000 jobs: Minimum number of new high-paying Canadian technical positions pledged by 2030.
  • C$1.7 billion: Minimum additional investment committed to Canadian computing infrastructure by 2030.
  • International backing: NVIDIA, Bell and Germany’s Schwarz Group are among the investors supporting Cohere’s expansion.

Canada Takes an Equity Stake in Cohere

Prime Minister Mark Carney announced the C$1.6 billion equity commitment during a meeting with European leaders in Montreal, positioning the transaction as a strategic investment in Canada’s technological independence.

Unlike a traditional government grant, the funding will give Ottawa an ownership stake in Cohere, allowing Canadian taxpayers to participate in potential gains if the company grows in value.

The investment will be released in stages, subject to regular reporting on the company’s employment, infrastructure and research commitments. The government has not publicly disclosed the precise ownership percentage it expects to acquire.

Carney argued that Canada must maintain greater control over critical technologies, particularly as advanced AI systems become increasingly important to national security, economic competitiveness and public services.

His government also wants to reduce dependence on foreign AI providers while giving domestic institutions more options for managing sensitive information.

Cohere Targets C$7 Billion in New Financing

Alongside the government announcement, Cohere confirmed the initial closing of its Series E fundraising, targeting as much as C$7 billion in fresh capital.

The transaction would value the business at approximately C$35.7 billion if completed on the announced terms, placing it among Canada’s most valuable privately held technology companies.

The financing is led by companies within Germany’s Schwarz Group, with participation from Bell Ventures, Bullhound Capital, NVIDIA, Inovia Capital and other investors.

Cohere said its annual recurring revenue increased 165% year on year in the third quarter of 2026, while its customer base reached 300 organisations. However, the company has not disclosed the total amount secured at the initial closing or a final completion date.

The planned capital injection will help Cohere expand its computing capacity, develop advanced AI models and deliver products tailored to organisations operating under strict data-security and regulatory requirements.

Investment Tied to Jobs and AI Infrastructure

Under the government’s investment conditions, Cohere must create at least 1,000 new high-paying technical jobs and commit C$1.7 billion to additional computing infrastructure in Canada by 2030.

The company must also maintain its Canadian headquarters and incorporation, expand research partnerships with domestic institutions and create opportunities for students and recent graduates.

Continued collaboration with the Canadian AI Safety Institute forms another part of the agreement, reflecting Ottawa’s emphasis on responsible AI development.

These commitments provide measurable milestones against which the economic benefits of the investment can be assessed. However, their eventual impact will depend on implementation, commercial demand and the company’s ability to meet its expansion targets.

European Partnership Strengthens Canada’s AI Ambitions

The investment comes as Cohere deepens its relationship with Germany’s Aleph Alpha, following an April announcement to combine their operations.

The two companies subsequently signed a definitive business combination agreement in September 2026, seeking to create a transatlantic AI provider serving governments and regulated industries.

The combination remains subject to regulatory approvals, while the planned business structure preserves substantial operations and research capabilities in Canada and Germany.

For Ottawa, the partnership offers an opportunity to expand Canadian AI expertise into European markets without sacrificing domestic control over its emerging technology industry.

The larger challenge will be transforming public investment and private financing into commercially competitive AI products, sustainable employment and infrastructure that strengthens Canada’s long-term digital sovereignty.
