BII Targets $12 Billion for Africa in New Kenya Strategy

British International Investment (BII) targets $12 billion in investment across Africa through its new Kenya strategy, reinforcing its commitment to financing businesses and economic development.

British International Investment (BII), the UK’s development finance institution, has launched its 2026–31 strategy in Kenya, outlining plans to deploy approximately $6.7 billion of its own capital and mobilise up to $5.3 billion in private investment across Africa. The initiative follows $1.2 billion in commitments across East Africa during the previous five-year period and places greater emphasis on partnerships that channel domestic savings into businesses and infrastructure.

Key Overview

  • Africa investment ambition: Approximately $6.7 billion in BII investment alongside up to $5.3 billion in mobilised private capital, not an allocation solely for Kenya.
  • East Africa track record: $1.2 billion committed over the preceding five-year strategy period.
  • Kenyan pension assets: KSh 3.167 trillion in June 2026, up 12.66% from December 2025.
  • Underused investment channels: Infrastructure debt accounted for 0.02% of pension assets and REITs for 0.62%.
  • Priority tools: Local-currency financing, blended finance, risk-sharing structures and deeper capital markets.

BII Seeks to Mobilise More Capital Beyond Its Own Investments

The 2026–31 investment strategy marks a shift towards building markets that can continue attracting investment beyond individual BII transactions. Its global commitments are targeted at £7 billion–£8 billion over five years, with up to £7.5 billion in commercial capital mobilisation; the approximately $12 billion figure announced in Kenya relates to the Africa-focused ambition described at the launch.

BII chief executive Leslie Maasdorp convened a roundtable with investors and other stakeholders to explore how pension funds, insurers and other institutions could increase financing for productive enterprises and infrastructure. Discussions considered credit enhancement, local-currency instruments and partnerships designed to make projects investable without transferring excessive risk to savers.

The strategy also commits at least 25% of new core investments to least-developed countries, while targeting 40% of new investments for climate finance and 30% of new core investments for gender finance, according to the UK government’s strategy statement.

Kenya’s KSh 3.167 Trillion Pension Pool Draws Attention

Kenya’s retirement assets reached KSh 3.167 trillion in June 2026, but infrastructure debt instruments represented just 0.02% of the portfolio and real estate investment trusts 0.62%. Government securities remained the largest allocation at 47.22% under the cited allocation breakdown.

These figures show the potential scale of institutional savings, not a pool of cash immediately available for infrastructure. Pension trustees must consider liquidity, diversification, risk-adjusted returns and regulatory limits before increasing exposure to long-term or less-liquid assets.

Blended financing, guarantees and pooled investment structures could help narrow the gap between infrastructure funding requirements and institutions’ investment mandates. BII’s published strategy identifies basket bonds, specialist credit vehicles and partnerships with asset managers as potential mechanisms.

Kenya Positioned as a Regional Financing Hub

Kenya’s relatively developed financial sector gives BII a platform to test financing structures that could later support businesses in neighbouring markets, including Uganda, Tanzania and Ethiopia. However, the regional opportunity remains exposed to borrowing costs, exchange-rate movements, regulatory risks and infrastructure constraints.

The 2026 East Africa economic outlook projects growth of 5.9% in 2026, with a recovery to 6.4% in 2027 in the broader regional forecast. Those are East African projections rather than forecasts specifically for Kenya.

Africa–Asia Venture Capital Partnerships Take Focus

Alongside the strategy launch, BII is convening its fourth Innovation for Impact Summit, connecting entrepreneurs, venture capital firms and fund managers from Africa and South Asia. Planned discussions cover responsible artificial intelligence, climate innovation, cross-border financing and ways to attract more private investors to emerging-market businesses.

BII’s venture capital approach focuses on scalable business models in areas including fintech, digital inclusion, electric mobility and climate adaptation. For Kenya, the investment test will be whether these partnerships translate into additional long-term financing, functioning local-currency products and measurable business growth—not simply higher headline commitments.
