Rwanda Expands Agricultural Protection Through New Insurance Product

The Government of Rwanda has unveiled a new Greenhouse Crop Insurance product designed to protect farmers from financial losses while accelerating the adoption of climate-smart agricultural practices.

The launch marks another step in Rwanda’s efforts to strengthen agricultural resilience and support farmers investing in modern production methods. The insurance product is expected to reduce financial risks associated with greenhouse farming while encouraging greater investment in high-value export crops.

The initiative was officially introduced during a national event held at the headquarters of the National Institute of Statistics of Rwanda (NISR), bringing together 123 farmers from across the country, representatives of insurance providers, and senior government officials from key agricultural institutions.

Officials from the Ministry of Agriculture and Animal Resources (MINAGRI), the Rwanda Agriculture and Animal Resources Development Board (RAB), and the National Agricultural Export Development Board (NAEB) participated in the launch, highlighting the programme’s strategic importance to the country’s agricultural transformation agenda.

Supporting Rwanda’s Export Agriculture Ambitions

The introduction of greenhouse crop insurance aligns closely with Rwanda’s long-term agricultural development goals.

The country is pursuing an ambitious plan to expand land dedicated to export-oriented crops by 22.3% over the next five years. The target is to increase cultivated acreage from 79,409 hectares in 2024 to approximately 97,100 hectares by 2029.

Achieving this objective will require greater adoption of modern farming techniques capable of improving productivity while reducing vulnerability to climate-related risks.

Greenhouse farming has emerged as one of the key strategies supporting this vision. By providing a controlled growing environment, greenhouse agriculture can increase yields, improve crop quality, and reduce exposure to adverse weather conditions.

The new insurance product is intended to complement these efforts by providing farmers with financial protection against potential losses, making investment in greenhouse infrastructure more attractive and sustainable.

Affordable Coverage Through Government Support

The Greenhouse Crop Insurance product operates under Rwanda’s National Agriculture Insurance Scheme, commonly known as “Tekana Urishingiwe Muhinzi Mworozi.”

A key feature of the programme is its affordability structure. To encourage participation, the Government of Rwanda covers 40% of the insurance premium, while participating farmers contribute the remaining 60%.

This subsidy model reduces the financial burden on farmers while increasing access to risk management tools that might otherwise be unaffordable for many agricultural producers.

The approach reflects Rwanda’s broader commitment to promoting financial inclusion within the agricultural sector and ensuring that farmers have access to mechanisms that protect their livelihoods against unforeseen losses.

Government support has played a critical role in expanding insurance coverage across rural communities and strengthening confidence in agricultural investment.

National Insurance Programme Continues to Grow

The greenhouse insurance product builds on the success of Rwanda’s wider agricultural insurance programme, which has steadily expanded since its launch in April 2019.

Over the past several years, the scheme has grown to cover all districts across the country and now supports more than 200,000 farmers annually through subsidized insurance coverage.

The programme was developed under Rwanda’s Strategic Plan for Agriculture Transformation (PSTA), which seeks to modernize agriculture, increase productivity, and improve resilience within the sector.

Coverage extends beyond greenhouse farming and includes a broad range of agricultural activities. Eligible crops include rice, maize, beans, chili, potatoes, cassava, soybeans, vegetables, and other key commodities.

The livestock component covers cattle, poultry, pigs, and fish farming, providing protection across multiple segments of the agricultural value chain.

This comprehensive approach helps ensure that farmers and livestock keepers can continue investing in production despite the uncertainties associated with weather events, disease outbreaks, and other agricultural risks.

Billions Paid in Compensation to Farmers

Rwanda’s agricultural insurance programme has paid out RWF 9.39 billion to farmers since its launch, including RWF 5.26 billion to crop farmers and RWF 4.13 billion to livestock farmers, while the government has contributed more than RWF 7.02 billion in premium subsidies to strengthen agricultural resilience and encourage wider insurance adoption.
