Ethiopia, Djibouti and the Dangote Group are moving ahead with a $660 million refined petroleum products pipeline designed to improve fuel transportation along one of the Horn of Africa’s most important trade corridors.

The project will connect Damerjog in Djibouti with Dewele in Ethiopia through a 120-kilometre pipeline, supported by large storage terminals at both ends. It is expected to reduce dependence on road-based fuel transport, lower logistics costs and strengthen energy security for landlocked Ethiopia.

Key Overview

  • The project is valued at approximately $660 million.
  • A 120-kilometre refined petroleum pipeline will connect Damerjog in Djibouti to Dewele in Ethiopia.
  • Damerjog is expected to have about 375,000 cubic metres of storage capacity.
  • Dewele will add approximately 800,000 cubic metres of storage capacity.
  • The infrastructure is targeted to become operational within 18 months.
  • Ethiopian Investment Holdings and the Dangote Group will develop the project.
  • The project aims to reduce fuel-transport costs, congestion and delays along the Ethiopia-Djibouti corridor.
  • It adds to Dangote’s expanding industrial investments in Ethiopia and East Africa.

Pipeline Targets a Critical Fuel Corridor

The planned infrastructure will create a direct refined-products connection between coastal storage facilities in Djibouti and inland distribution infrastructure in Ethiopia.

Under the announced project structure, the 120-kilometre pipeline will run from Damerjog to Dewele, providing an alternative to transporting large quantities of petroleum products by road.

Storage capacity is expected to reach approximately 375,000 cubic metres at Damerjog and 800,000 cubic metres at Dewele, giving the system a combined capacity of around 1.175 million cubic metres.

The project is targeted for completion and operation within about 18 months.

For Ethiopia, which has no direct access to the sea, Djibouti serves as its principal maritime gateway. Improving the movement of petroleum products along this route could therefore have wider implications for transport costs, industrial activity and fuel-supply reliability.

Lower Logistics Costs Are a Central Goal

Fuel imports currently depend heavily on road transport between Djibouti and inland Ethiopian markets.

A dedicated pipeline could reduce the number of fuel tankers travelling along the corridor while lowering delays and handling costs associated with moving petroleum products overland.

The strategic infrastructure project has been presented as a way to strengthen the efficiency and resilience of the Ethiopia-Djibouti trade corridor while improving the security of fuel supplies.

Pipeline transport can also provide more predictable movement of high volumes of petroleum products compared with relying exclusively on road haulage.

However, the project’s eventual economic impact will depend on construction execution, utilisation levels, operating costs and how effectively the new infrastructure integrates with existing fuel distribution networks.

Ethiopian Investment Holdings Partners With Dangote

The project will be developed through a partnership between Ethiopian Investment Holdings and the Dangote Group.

Ethiopian Investment Holdings manages a portfolio of major state-owned assets and has increasingly entered joint ventures with international investors to develop strategic infrastructure and industrial projects.

The new petroleum infrastructure partnership adds another large-scale investment to Dangote’s growing presence in Ethiopia.

Dangote and Ethiopian Investment Holdings are already developing a major fertiliser project in the country’s Somali region. The planned investment has grown to more than $4 billion as the scope expanded beyond the original urea facility.

That development now includes a 110-kilometre natural-gas pipeline, a 120-megawatt power plant, polypropylene packaging facilities and additional fertiliser-production capacity.

Dangote Expands Industrial Footprint Across East Africa

The petroleum pipeline also reflects Dangote’s broader push into major energy and industrial infrastructure outside Nigeria.

The group already operates one of Africa’s largest refining complexes in Nigeria and has been increasing investments in areas including petroleum processing, fertiliser, cement and petrochemicals.

Its expansion into Ethiopia and neighbouring markets could strengthen competition for large industrial projects across East Africa, where governments are seeking private capital to close infrastructure gaps and reduce dependence on imported manufactured products.

The new Djibouti-Ethiopia project is particularly significant because it combines storage, transportation and regional energy infrastructure rather than focusing on a single production facility.

Energy Security Could Be the Biggest Long-Term Gain

Beyond lower logistics expenses, the pipeline is intended to make fuel supplies more resilient.

Large storage facilities at both ends of the system could give Ethiopia and Djibouti greater capacity to manage disruptions in international shipping or overland transportation.

Officials have described the investment as part of a broader effort to strengthen regional energy security and deepen economic integration between the neighbouring countries.

For landlocked Ethiopia, more reliable access to imported fuel could also support manufacturing, transportation and other sectors whose operating costs are sensitive to energy availability.

The immediate challenge will now shift from the announcement to execution. Building the pipeline and associated storage facilities within the targeted 18-month period will require substantial construction, financing and cross-border coordination.

If successfully delivered, the $660 million project could become an important piece of regional energy infrastructure while reinforcing Djibouti’s role as Ethiopia’s principal trade gateway.
