The United States and Cameroon have outlined approximately $7 billion in new and expanding trade and investment opportunities following their inaugural Bilateral Economic and Commercial Dialogue in Yaoundé. The portfolio covers energy, critical minerals, transport infrastructure, technology, logistics and forestry, with projects ranging from early-stage exploration and proposed infrastructure to equipment sales and announced investment plans.
The official U.S. announcement is careful to describe the $7 billion as opportunities at various stages of development. It should therefore not be interpreted as $7 billion of capital already invested or fully committed. The bilateral framework is intended to help move viable projects toward execution while tackling constraints involving taxation, shipping, logistics, mining regulation and the broader investment environment.

Hydropower and Transport Drive the Headline Value
The largest individual opportunity highlighted by U.S. officials is Hydromine’s proposed Grand Eweng hydropower development on the Sanaga River. The bilateral announcement puts the project at $3.5 billion and 1,040 megawatts, while other recent Cameroonian project references have used somewhat different cost and capacity estimates. That variation reinforces the fact that Grand Eweng remains a proposed development rather than a completed financing package.
Hydromine lists Grand Eweng as part of its ongoing power-development portfolio, while Cameroon has long viewed additional Sanaga River generation as central to improving electricity supply and supporting industrial growth. If developed at the scale currently envisaged, Grand Eweng would represent one of the country’s largest power investments.
Transport infrastructure adds another major component. A. Epstein and Sons International, working with financial partner ITF, is in discussions over a proposed $2 billion airport in the Douala metropolitan area. The same partnership is also pursuing a separate $230 million proposal for modern theater halls in Yaoundé, Douala and Bamenda.
Critical Minerals Bring Strategic Interest
Mining is emerging as one of the most strategically important parts of the U.S.-Cameroon relationship. The bilateral announcement values a rutile opportunity involving Tronox and Australia-based Lion Rock at about $500 million, but the project remains at an early stage. Recent exploration reporting shows that Lion Rock is still defining the scale and economics of its Cameroonian rutile and monazite prospects, with no published feasibility study or mine-development budget yet.
The Nkamouna cobalt-nickel-manganese deposit is another focus. American Renaissance Minerals is in discussions around a development beginning with approximately $85 million. However, Nkamouna’s investment pathway remains unsettled. Cameroon’s state mining company reported in August that its international process to preselect technical and financial partners had ended without a qualifying bidder, after which it opened the door to direct negotiations with investors that can demonstrate the required technical and financial capacity.
That makes the $85 million proposal significant, but not equivalent to a fully approved mine-development commitment. Nkamouna would still require updated technical, environmental, financing and permitting work before large-scale production could proceed.

Digital Infrastructure and Logistics Broaden the Pipeline
Technology is another prominent area. Virginia-based Cybastion announced its intention to invest $75 million in an AI-powered data center and associated power plant in Douala. The proposal fits Cameroon’s push to expand digital infrastructure while also addressing the heavy electricity requirements associated with data-center operations.
New York fintech company Azamra is pursuing opportunities around diaspora investment and cross-border digital payments. In logistics, FedEx and local Global Service Participant Globex Cameroun are working on a framework and timetable for a warehouse facility at Douala International Airport.
The portfolio also includes an $83 million equipment sale involving Hoffman Equipment, intended to support infrastructure development and technical training. Taylor Guitars and local partner Crelicam continue their longstanding work sourcing ebony in Cameroon, adding a forestry and sustainable-supply-chain component to the wider commercial relationship.
Business Climate Will Decide How Much Becomes Reality
The inaugural dialogue was structured around business climate, trade and investment, reflecting recognition that large project announcements alone will not guarantee investment. Private-sector discussions have highlighted foreign-exchange access, financing, infrastructure and regulatory predictability as continuing constraints.
The two governments have therefore agreed to create joint working groups to keep negotiations active and address practical barriers. That institutional follow-through will be important because the $7 billion figure combines projects at very different stages, from commercial transactions to ventures still requiring feasibility work, permits, financing or final investment decisions.
The significance of the dialogue is therefore not simply the headline value. Its real test will be how much of the identified pipeline advances into financed construction, operating businesses and sustained trade before the next bilateral meeting in 2027.
