Ceer, a joint venture between Saudi Arabia’s Public Investment Fund (PIF) and Foxconn, is Saudi Arabia’s first homegrown electric vehicle brand. Launched in 2022, the company is developing vehicles for Saudi Arabia and wider GCC markets as part of the Kingdom’s efforts to diversify its economy, develop local manufacturing and expand electric mobility.

Key Overview

  • Ceer is Saudi Arabia’s first homegrown electric vehicle brand.
  • The company was established by PIF and Foxconn in 2022.
  • Its flagship demonstration vehicles include the Exobot sedan and SUV.
  • Ceer plans to have seven vehicles in its portfolio by 2030, including some hybrids.
  • Production is being developed at King Abdullah Economic City.
  • The manufacturing complex is designed to support annual production of up to 170,000 vehicles.
  • Ceer projects about 30,000 direct and indirect jobs and around SR30 billion ($8 billion) in GDP contribution.

Ceer Brings a Homegrown Automaker to Saudi Arabia

Saudi Arabia is developing its first domestic automaker through Ceer, a joint venture between the Kingdom’s Public Investment Fund and Taiwanese technology company Foxconn.

Launched in 2022, Ceer forms part of Saudi Arabia’s Vision 2030 strategy to diversify the economy away from oil production while developing technological innovation and advanced manufacturing locally.

The name Ceer means “drive forward” in Arabic, reflecting the company’s focus on developing a local automotive industry and electric mobility capabilities.

The company’s flagship demonstration vehicles include the Exobot sedan and SUV, which showcase its vision for future vehicles.

Ceer Targets Seven Vehicles by 2030

Ceer plans to have seven new vehicles in its portfolio by 2030. Some of these vehicles will be hybrids.

The company is initially focused on Saudi Arabia and the wider Gulf Cooperation Council region. It has not currently included sales outside the GCC in its plans, although it has indicated that expansion could be possible if demand develops.

Ceer says it is building a competitive, world-class product for the regional market.

EVs as Part of Economic Diversification

Ceer is positioned as more than a vehicle manufacturer within Saudi Arabia’s economic diversification strategy.

The company is intended to support the development of a domestic automotive sector while contributing to knowledge transfer, workforce development and job creation.

Saudi Arabia has identified vehicle electrification as part of its broader investment in advanced manufacturing and energy-transition technologies.

Electric vehicles can also support activities beyond vehicle production, including workforce training, academic resources and research and development.

PIF describes Ceer as part of an effort to design, build and offer aspirational battery electric vehicles to communities in Saudi Arabia and the GCC.

Manufacturing Facility Planned for 170,000 Vehicles

Ceer’s manufacturing complex is being developed in King Abdullah Economic City.

According to Ceer, the facility is designed to support annual production of up to 170,000 vehicles.

The company has projected that the project could create approximately 30,000 direct and indirect jobs and contribute around SR30 billion ($8 billion) to Saudi Arabia’s GDP.

These figures are company projections rather than results already achieved.

Building a Local Automotive Supply Chain

Ceer has established partnerships with global automotive and technology companies including BMW, Hyundai Transys and Rimac.

The partnerships are part of the company’s efforts to develop a local automotive supply chain and increase local content.

Ceer has said it aims to reach 45 percent local content by 2034.

The company has also set a target for 80 percent of its direct workforce to be Saudi.

Exobot Demonstrates Ceer’s Vehicle Vision

The Exobot sedan and SUV serve as demonstrations of the type of vehicles Ceer is developing.

The company’s approach focuses on creating vehicles specifically for the Saudi and wider regional markets.

The unveiling of the vehicles represents another step in Ceer’s development as it moves from vehicle design toward production and market launch.

The company’s broader portfolio is expected to include seven vehicles by 2030, with both electric and hybrid models planned.

Saudi Arabia’s EV Manufacturing Ambitions

The development of Ceer comes as Saudi Arabia expands investment in electric mobility, advanced manufacturing and related industries under Vision 2030.

The company is intended to support the creation of a sustainable industrial base while contributing to GDP growth, knowledge transfer and employment.

Its development also gives Saudi Arabia a domestic automotive brand focused on electric vehicles and regional markets.

Outlook

Ceer is developing Saudi Arabia’s first homegrown EV brand as the Kingdom seeks to build local automotive and advanced manufacturing capabilities.

With plans for seven vehicles by 2030, a manufacturing facility designed for up to 170,000 vehicles annually, and partnerships with companies including BMW, Hyundai Transys and Rimac, the company is building an automotive platform focused on Saudi Arabia and the wider GCC.

The company’s targets for local content, Saudi employment, production capacity and job creation remain future projections as Ceer progresses toward production and market launch.
