Kenya Launches Sh10.4 Billion Maternal Health Drive

Kenya has signed a five-year cooperation framework with the Beginnings Fund, unlocking US$80 million, equivalent to approximately Sh10.4 billion, for maternal and newborn healthcare.

The programme will operate across 21 high-burden counties and about 200 high-volume health facilities, reaching an estimated 5.9 million women and newborns by 2031. It will finance health workers, lifesaving medicines, maternity infrastructure, emergency referral systems, medical technologies and digital health platforms.

Five-Year Programme Targets High-Burden Counties

The Ministry of Health and the Beginnings Fund signed the cooperation framework on August 3, 2026, establishing a coordinated programme for areas carrying a disproportionate share of Kenya’s maternal and newborn deaths.

According to details of the Sh10.4 billion healthcare agreement, the programme will support approximately 200 busy health facilities and reach about 5.9 million women and newborns. Its projections indicate that 46,494 maternal and newborn deaths could be prevented by 2031 if the planned interventions are implemented successfully.

The initiative expands earlier government plans that identified high-burden counties using Kenya Health Information System data. Concentrating resources in busy facilities is intended to direct funding toward areas where improvements in staffing, medicines and emergency care could have the greatest effect.

Health Cabinet Secretary Aden Duale said the programme must move quickly from agreements to implementation. He called for national and county governments and development partners to operate through one plan, one budget and one accountability framework instead of running fragmented projects.

Investment Focuses on People, Products and Systems

The programme is built around three areas: strengthening healthcare workers, expanding access to lifesaving products and improving the systems needed to deliver timely care.

Workforce funding will support training, mentoring and more effective deployment of maternity and newborn-care personnel. Investments in products will help facilities obtain essential medicines, equipment and technologies used to manage complications during pregnancy, childbirth and the first weeks of life.

The programme will also improve maternity wards, newborn units, emergency transport and referral networks. Digital health tools and stronger information systems will help health authorities track patients, review deaths, identify service gaps and make faster decisions.

Beginnings Fund chief executive Alice Kang’ethe said the financing would provide catalytic support for systems already managed by Kenya. The organisation’s maternal and newborn health model focuses on equipping health workers with proven products while strengthening referrals, data systems and health facilities.

Programme Supports Kenya’s EWENE Targets

The financing will support Kenya’s EWENE Acceleration Plan for 2026–2028, which prioritises stronger accountability, high-impact interventions and targeted investment in counties recording the highest number of preventable deaths.

The programme is aligned with four international coverage goals known as the 90-90-80-80 targets. These seek to ensure that:

  • 90% of pregnant women receive at least four antenatal care visits.
  • 90% of births are attended by a skilled healthcare worker.
  • 80% of women and babies receive postnatal care within two days of birth.
  • 80% of districts provide accessible emergency obstetric and specialised newborn care.

The four coverage targets are intended to improve care throughout pregnancy, childbirth and the postnatal period while reducing maternal deaths, newborn deaths and stillbirths.

Kenya has also launched a six-month Maternal and Newborn Health Rapid Results Initiative running through November 2026. The initiative aims to reduce preventable maternal and newborn deaths by 15% through coordinated action at national, county and facility levels.

Partnership Complements Domestic Health Spending

The Sh10.4 billion partnership will complement existing government spending rather than replace it. Kenya has separately committed Sh4 billion through the Social Health Authority to expand maternal healthcare coverage and Sh1 billion for essential maternal and newborn commodities.

The government has also allocated Sh2.5 billion for family-planning supplies and announced plans to recruit and deploy 5,000 nurses and midwives. These domestic health commitments form part of the country’s wider Universal Health Coverage and Taifa Care agenda.

The new programme will be supported by the Beginnings Fund, the Gates Foundation, the Government of the United Arab Emirates and other partners.

The Beginnings Fund was established as a US$500 million philanthropic initiative serving 10 African countries. It aims to prevent more than 300,000 avoidable deaths and improve care for 34 million women and newborns by 2030. The coalition’s African health programme is backed by several philanthropic foundations and development partners.

Implementation Will Determine the Final Impact

Kenya continues to record an estimated 355 maternal deaths for every 100,000 live births, while neonatal mortality stands at approximately 21 deaths per 1,000 live births.

The programme’s current projections show its potential scale, but the expected beneficiaries and lives saved remain targets rather than guaranteed outcomes.

Its final impact will depend on timely funding, transparent procurement, adequate staffing, reliable medicine supplies and cooperation between national and county institutions. Regular public reporting will also be necessary to show which facilities have received support and whether maternal and newborn deaths are declining.
