Singapore-headquartered payroll and human resources technology company BIPO has secured a US$50 million investment from Apis Growth Fund III to accelerate its international expansion, strengthen its proprietary payroll infrastructure and deepen the use of artificial intelligence across its services.
The transaction was first announced on 17 June 2026, while BIPO later outlined its growth strategy on 15 July. Subsequent reporting detailed plans to direct the capital towards product development, research and development, AI-enabled workflows and stronger operating capacity across Singapore and its regional hubs.

Capital to Strengthen BIPO’s Global Payroll Platform
Founded in 2010, BIPO provides an integrated range of Human Resource Management System, Global Payroll Outsourcing and Employer of Record services. Its platform helps companies manage payroll, employment compliance, workforce data and cross-border hiring through a unified operating model.
According to BIPO’s growth strategy announcement, the company supports around 700,000 employees, operates through more than 50 offices and serves nearly 6,000 corporate clients. Its network processes payroll in over 170 countries and regions, giving BIPO a sizeable operating footprint in the increasingly competitive global payroll technology market.
A central part of BIPO’s proposition is its proprietary infrastructure. The company operates 26 in-house payroll engines that incorporate local statutory requirements, allowing multinational employers to manage different markets without relying entirely on disconnected third-party systems.
The investment is expected to help BIPO expand this infrastructure and make it easier for companies to enter new markets. Apis has also said it will support global merger and acquisition opportunities that could broaden BIPO’s geographic presence and product capabilities.
AI Investment Targets Accuracy and Faster Implementation
BIPO plans to accelerate the integration of agentic AI workflows across its implementation and service delivery teams. Rather than removing human oversight, the company intends to use AI to support more complex decisions, shorten onboarding timelines and improve payroll accuracy for multinational workforces.
This approach is especially important in payroll, where errors can expose employers to regulatory penalties, employee disputes and operational disruption. BIPO said human review will remain central to compliant payroll execution, even as automation becomes more embedded in its platform.
The investment will also strengthen research and development at BIPO’s Singapore headquarters and regional hubs. Planned enhancements will support its flagship HR management, payroll outsourcing and Employer of Record products, while helping the company position itself as an AI-embedded payroll and HR platform for Asia-Pacific and international clients.

Apis Expands Its Financial Infrastructure Portfolio
The BIPO transaction is the ninth investment from Apis Growth Fund III. The fund comprises Apis Global Growth Fund III and Apis Growth Markets Fund III, which reached a combined final close of US$1.23 billion in May 2026.
The final amount was 23% above the fund’s target and more than double the US$563 million raised by its predecessor. Apis focuses on profitable, high-growth businesses operating in financial infrastructure and services, including payments, insurance technology, digital banking and embedded finance.
Payroll fits that investment strategy because it sits between employment administration and financial infrastructure. BIPO’s systems do more than calculate salaries: they facilitate compliant payments, create auditable employment records and help companies coordinate workforce operations across multiple legal jurisdictions.
Apis also intends to help BIPO deepen adjacent financial capabilities, including treasury, foreign exchange and embedded workforce finance. These services could increase the platform’s importance to multinational employers by connecting payroll processing with the movement and management of money across borders.
A Strategic Push Beyond Traditional HR Software
The US$50 million investment gives BIPO additional resources to compete in a market increasingly shaped by multinational hiring, distributed workforces and demand for integrated compliance technology.
BIPO’s advantage will depend on whether it can translate its regional payroll expertise into a consistently scalable global service. Its proprietary engines, broad country coverage and growing AI capabilities provide a strong foundation, but international expansion will still require disciplined execution, reliable local compliance and successful integration of any acquisitions.
For Apis, the investment extends its exposure to the infrastructure supporting global employment and cross-border payments. For BIPO, it provides capital and strategic support to evolve from an Asia-focused HR technology specialist into a broader global payroll and workforce finance platform.
