Barclays Seeks Insurance for $10 Billion in AI Loans

Barclays seeks insurance coverage for $10 billion in AI loans.

Barclays is exploring insurance protection for more than $10 billion in loans financing artificial intelligence infrastructure, seeking to manage potential defaults while creating room to lend to more data center projects. The move comes as technology companies’ demand for computing power is drawing banks deeper into expensive, long-term infrastructure financing, raising questions about how much exposure lenders and insurers can safely absorb.

Key Overview

  • Barclays has sounded out insurers about covering credit risk on more than $10 billion of AI infrastructure debt.
  • Discussions remain exploratory, with no confirmed transaction size, counterparties or completion date.
  • Deutsche Bank is separately considering a risk transfer linked to approximately €2 billion of project-finance debt, including data center loans.
  • Some insurers have reportedly approached their exposure limits for data center-related risks.
  • Risk transfers could help banks free up lending capacity, but would not eliminate underlying AI infrastructure credit risks.

Why Barclays Wants Insurers to Share AI Lending Risk

Barclays has been assessing insurers’ appetite for default protection in recent weeks, according to people familiar with the discussions. The proposed arrangements would protect the bank against some potential losses on loans tied to AI infrastructure. No final decision has been disclosed, and Barclays declined to comment on the reported talks.

Credit protection can allow lenders to retain client relationships and continue financing projects while transferring a portion of the default exposure to insurers. Depending on the structure and regulatory treatment, qualifying protection may also reduce the capital banks must hold against those risks. However, insurers charge for assuming potential losses, and the bank may retain uncovered exposure.

The stakes are increasing as hyperscalers, the largest cloud computing providers, invest in data centers, computing hardware, electricity connections and supporting facilities. These projects require substantial upfront capital, often against revenues expected over many years. If demand, occupancy or computing prices disappoint, borrowers could struggle to meet their obligations.

Deutsche Bank Pursues Similar Risk-Transfer Strategy

Barclays is not alone. Deutsche Bank has been working on a significant risk-transfer transaction linked to about €2 billion in project-finance loans, including data center debt. That proposal was reported in September, and its terms remained subject to investor discussions.

In a significant risk transfer, a bank typically shifts a defined portion of credit losses to investors or protection providers without necessarily selling the underlying loans. Such structures can help lenders manage concentration in sectors where loan demand is growing faster than their willingness or ability to hold additional risk.

The growing interest in these arrangements suggests that AI finance is becoming as much a question of balance-sheet capacity as demand for funding.

Insurer Limits Raise Questions About Further Expansion

Finding counterparties willing to take the risk may become harder. A report on tightening AI debt markets cited a Willis Towers Watson survey indicating that some insurers were nearing or had reached their data center exposure limits.

Separately, the insurance broker has warned against oversized coverage arrangements, noting that the market can assemble substantial property-risk insurance capacity for major facilities. That coverage is different from protection against loan defaults, and availability in one market does not guarantee capacity in the other.

The concern is that multiple lenders, investors and insurers may be exposed to the same underlying projects, tenants or technology demand. Transferring risk between institutions can redistribute possible losses, but it cannot make an unprofitable data center viable.

What This Means for AI Infrastructure Financing

For developers, tighter risk limits may translate into higher financing costs, longer negotiations or greater requirements for equity and contracted revenue. For banks, insurance could support continued lending, provided protection is available at an acceptable cost.

Barclays’ exploratory move highlights a shift in the AI investment boom: securing capital is no longer the only challenge. The ability of the financial system to absorb and price the risks behind that capital is becoming equally important.
