World Bank sees Saudi Arabia’s economy growing 7.9% in 2027, highlighting economic growth, investment, GDP, and Saudi Arabia’s economic outlook

Saudi Arabia’s economy is projected to expand by 7.9% in 2027 after contracting by 2% in 2026, according to the latest World Bank outlook reported on October 7, 2026. The projected recovery follows a year of disrupted oil shipments, constrained hydrocarbon production and regional economic uncertainty. Although the kingdom has benefited from its pipeline route to the Red Sea, the outlook remains closely tied to the restoration of oil exports and stability across the Gulf.

Key Overview

  • Saudi Arabia’s 2027 GDP growth: 7.9%, up from the World Bank’s previous 4.9% projection.
  • Saudi Arabia’s 2026 GDP outlook: A 2% contraction, compared with April’s expectation of 3.1% growth.
  • GCC economies: Forecast to contract by an average of 4.3% in 2026.
  • Regional disruption: Shipping restrictions, reduced oil production and weaker activity in tourism, logistics and aviation have affected output.
  • Saudi government outlook: A more optimistic 12.8% expansion in 2027 after an estimated 3.6% contraction in 2026.

World Bank Raises Saudi Arabia’s 2027 Growth Outlook

The revised Saudi economic forecast puts 2027 real gross domestic product growth at 7.9%, three percentage points above the April projection of 4.9%. However, the institution has simultaneously lowered its 2026 estimate from 3.1% growth to a 2% contraction, reflecting a much weaker near-term outlook.

The forecasts describe annual changes in inflation-adjusted economic output, not changes in government revenue or oil prices. A sharp percentage rebound in 2027 would partly reflect recovery from 2026’s depressed production levels; it would not necessarily mean that every sector experiences equally rapid growth.

Gulf Oil Disruptions Drive the 2026 Contraction

In its October regional economic update, the World Bank projects that GCC economies will shrink by 4.3% in 2026. It attributes the damage primarily to the conflict that began in February, disruption to the Strait of Hormuz, reduced hydrocarbon output and spillovers into aviation, tourism and logistics.

The broader Middle East, North Africa, Afghanistan and Pakistan region is forecast to contract by 2.1% in 2026, reversing growth of 3.3% in 2025. The update suggests that recovery in 2027 depends significantly on trade routes reopening and oil production normalising.

East-West Pipeline Helps Saudi Arabia Maintain Exports

Saudi Arabia has been able to redirect some crude exports through its East-West Pipeline to the Red Sea terminal at Yanbu, reducing reliance on the Strait of Hormuz. The pipeline offers an alternative export channel when Gulf maritime movements face restrictions or security threats.

On October 6, Saudi Arabia’s energy minister reported oil flows through the pipeline of approximately 5.8 million barrels per day. That capacity to reroute shipments helps mitigate disruption, but does not eliminate risks from attacks on infrastructure, interruptions to loading operations or higher transport costs.

Government and World Bank Forecasts Diverge

Saudi Arabia’s 2027 pre-budget statement anticipates a stronger economic rebound than the World Bank. Government projections indicate 12.8% real GDP growth in 2027 following a 3.6% contraction in 2026, with oil activity expected to decline sharply in the current year even as non-oil activity continues expanding.

The differing forecasts reflect separate assumptions and analytical approaches. Neither should be interpreted as a guaranteed outcome. The government also projects spending of SAR 1.392 trillion and revenue of SAR 1.202 trillion in 2027, implying a budget deficit estimated at about 3.6% of GDP.

What Will Determine the Recovery?

Saudi Arabia’s actual 2027 performance will depend on how quickly hydrocarbon production and exports recover, whether critical transport routes remain reliable, and whether domestic non-oil industries can maintain momentum. Further disruptions could delay the rebound, while sustained restoration of energy flows could support the stronger growth scenarios.

The latest forecasts therefore point to a substantial potential recovery after a difficult 2026, rather than an uninterrupted expansion of the Saudi economy.
