Germany-based testing, certification, auditing and advisory services provider TÜV SÜD has launched a Global Decarbonisation Centre of Excellence in Singapore, backed by more than US$24 million in investment and supported by the Singapore Economic Development Board. The centre will focus on digital Monitoring, Reporting and Verification (dMRV), carbon market integrity, Article 6 implementation, energy transition and industrial decarbonisation across Southeast Asia.

TÜV SÜD Launches Global Decarbonisation Centre in Singapore

Germany-based testing, certification, auditing and advisory services provider TÜV SÜD has launched its new Global Decarbonisation Centre of Excellence (CoE) in Singapore, designed to provide infrastructure supporting carbon market integrity and digital carbon verification.

The centre is supported by the Singapore Economic Development Board (EDB) and represents an investment of more than $24 million.

The launch strengthens TÜV SÜD’s focus on developing carbon market infrastructure and digital verification capabilities across Southeast Asia.

EDB Chairman Png Cheong Boon said the launch represents confidence in Singapore as a base for companies seeking to grow and serve the region. He added that Singapore is committed to being a trusted carbon services and trading hub supported by rigorous standards, transparent data and verification services.

Focus on Digital Carbon Verification

The new CoE will combine TÜV SÜD’s capabilities across digital Monitoring, Reporting and Verification (dMRV), carbon market and independent assurance.

According to TÜV SÜD, these capabilities will be used to develop an end-to-end dMRV ecosystem and support stronger carbon market infrastructure across Southeast Asia.

The centre’s launch follows TÜV SÜD’s acquisition of climate impact verification platform SustainCERT in July. The company said the acquisition came amid rapid expansion in carbon markets and increasing demand for robust and independent verification due to concerns about transparency and the credibility of carbon credits.

Patrick Vollmer, CEO and Chairman of the Board of TÜV SÜD, said:

The CoE is intended to strengthen the infrastructure required to advance carbon market integrity and accelerate digital carbon verification.

Five Strategic Areas

TÜV SÜD said the centre will support five strategic areas.

These include Article 6 implementation and international carbon market regulation readiness, carbon markets and climate assurance through dMRV, energy transition and alternative fuels, supply chain integrity and industrial decarbonisation, and capacity building and ecosystem development for governments and industry.

The centre will also support the development of new methodologies for nature-based solutions and blue economy projects.

Article 6 of the Paris Agreement provides a framework for countries to cooperate and trade carbon credits to meet their climate goals. TÜV SÜD said its work in this area will contribute to carbon market regulation readiness across the region.

The focus on nature-based solutions and emerging blue carbon projects is also intended to support the development of carbon market opportunities requiring credible verification.

Centre to Bring Carbon Market Participants Together

The CoE will bring together a multidisciplinary team of experts, supporting partners and clients across the carbon project lifecycle.

Its services will cover activities ranging from project design and implementation to compliance, verification and certification.

The centre will have more than 20 multidisciplinary experts.

By 2030, TÜV SÜD aims to help establish a more robust carbon market ecosystem by bringing together project developers, dMRV providers, independent verification bodies and carbon registries from across the ASEAN region on a single digital platform.

Singapore Strengthens Carbon Market Position

The CoE is intended to reinforce Singapore’s position as a regional hub for carbon services and trading.

Around 160 carbon services and trading companies are currently based in Singapore and will be able to access the centre’s expertise and services.

Png Cheong Boon said the centre would add to Singapore’s carbon services and trading ecosystem while providing technical capabilities to support companies in their decarbonisation efforts and creating opportunities for the local workforce.

The launch also coincides with the 20th year of TÜV SÜD PSB in Singapore.

TÜV SÜD acquired PSB Corporation and PSB Certification in 2006, establishing Singapore as an anchor for its expansion in Asia. In 2021, TÜV SÜD opened a S$100 million regional hub in Singapore, housing more than 60 laboratories.

Carbon Markets Offer Significant ASEAN Opportunity

The new centre comes as carbon markets across ASEAN continue to present significant potential.

According to The Opportunity for Carbon Markets in ASEAN report by Abatable, the ASEAN Alliance on Carbon Markets and international advisory house Equatorise, carbon markets in ASEAN could generate up to US$3 trillion opportunity by 2050.

TÜV SÜD’s new CoE is designed to provide verification, assurance and digital MRV capabilities that can support the development of these markets.

The company said the centre will help unlock verification-ready, high-integrity carbon data from Singapore for the wider region.
