Niger State Launches Climate Change Policy
The Niger State Government, with support from the African Climate Foundation (ACF), has launched its State Climate Change Policy and Action Plan as part of efforts to advance its green economy agenda and strengthen the state’s response to the growing impact of climate change.
The policy document was launched by the Secretary to the Niger State Government, Abubakar Usman, who was represented at the event by the Commissioner for Environment and Climate Change, Abubakar Musa.
Musa said climate change was no longer a distant threat, as its effects were already being felt across communities in Niger State. He identified changing rainfall patterns, recurrent flooding, land degradation and drought as some of the major challenges affecting people, agriculture and livelihoods across the state.
The Climate Change Policy and Action Plan is intended to serve as a roadmap for reducing climate-related risks, strengthening adaptation measures and promoting sustainable development across key sectors of the state’s economy.
Policy to Support Climate-Resilient Development
Musa said the policy provides a coordinated framework for addressing climate-related challenges while supporting Niger State’s transition towards a more sustainable and climate-resilient economy.
The policy builds on the state’s earlier efforts to establish a blueprint for a green economy. Additional reporting indicates that the policy was developed with support from the African Climate Foundation, with technical assistance from the Society for Planet and Prosperity (SPP) and LQY SPV Ltd.
The initiative is also linked to Nigeria’s climate commitments under the Paris Agreement and the Nationally Determined Contributions (NDC) 3.0 framework.
Climate Investment Development Platform

The policy launch is also connected to the state’s Climate Investment Development Platform (CIDP), which is intended to help translate the policy into investable projects.
The platform will work with key ministries, including Environment and Climate Change, Budget and Planning, and Finance, as well as sector ministries such as Agriculture and Energy, to develop a pipeline of projects capable of delivering measurable climate benefits and attracting investment.
Projects identified through the platform are expected to undergo assessments for bankability and alignment with the state’s climate policy priorities.
Niger State is one of three Nigerian states participating in an initiative focused on developing bankable climate projects at the sub-national level. Enugu and Delta states are also participating.
Focus on Climate Investment and Renewable Energy
Following the policy launch, participants are expected to work through technical groups covering Financial Management and Climate Investment, Climate Smart Agriculture and Renewable Energy and the state electricity act.
The approach is intended to strengthen the policy and regulatory environment needed to mobilise climate finance and other resources for development.
For Niger State, developing a pipeline of bankable projects could help connect its climate priorities with potential domestic and international sources of capital.
The African Climate Foundation describes its broader approach as supporting governments and financiers to shape enabling policy and redirect capital towards African climate and development priorities.

Forests and Natural Ecosystems
Former Commissioner for Environment and Climate Change and current Special Adviser to Governor Umaru Bago on Forestry and Ecological Matters, Yakubu Kolo, described the launch as a significant demonstration of the state’s commitment to building a climate-resilient, environmentally sustainable and economically prosperous Niger State.
Kolo said the Forestry and Ecological Sector would provide support for effective implementation of the policy, stressing the importance of protecting forests and other natural ecosystems in strengthening the state’s resilience to climate change.
The Director of Climate Change in the Ministry of Environment and Climate Change, Hashimu Garba, also outlined the key components and strategies contained in the policy and explained how the various measures would be implemented.
Carbon Investment Opportunities
The launch also comes as climate-related investment opportunities are being assessed in the state.
Pablo Kaloghcian, Team Lead, Bilateral Cooperation at MyClimate Foundation, Germany, said his team had spent a week in Niger State assessing opportunities for establishing carbon-related activities.
He expressed optimism that the assessment would help identify areas where climate initiatives could attract investment and contribute to the state’s green economy transition.
The assessment could provide another avenue for linking the state’s climate objectives with carbon-related activities and potential investment opportunities.
Outlook
The effectiveness of Niger State’s Climate Change Policy and Action Plan will depend on implementation and the ability to turn the policy into bankable projects capable of attracting financing.
The state’s planned project pipeline and investment platform are therefore expected to be important next steps. Projects that pass bankability and policy-alignment assessments are expected to be presented at an investment workshop in the first quarter of 2027, with bilateral and multilateral investors, non-state actors and domestic development banks expected to participate. The workshop is expected to seek funding commitments for viable climate projects across the state.
For Niger State, the combination of a climate policy, investment platform, climate-smart agriculture initiatives, renewable energy opportunities and potential carbon-related activities could strengthen the state’s ability to mobilise climate finance while addressing the effects of climate change.
