New York City Comptroller Mark Levine has proposed presenting $5 billion in private-market climate investment opportunities to three city pension funds: the Teachers’ Retirement System (TRS), New York City Employees’ Retirement System (NYCERS), and Board of Education Retirement System (BERS). The proposed investments would target areas including renewable power, grid modernization, energy storage, energy efficiency, clean transportation and building decarbonization.

Key Overview

  • $5 billion: Proposed private-market climate investment opportunities.
  • Three pension systems: TRS, NYCERS and BERS.
  • Climate areas: Renewable power, grids, storage, efficiency, clean transport and building decarbonization.
  • 2035 target: The systems’ Net Zero Implementation Plans include a combined goal of $37.8 billion in climate solutions investments by 2035.
  • First investment: The three systems previously committed $116 million to Sandbrook Climate Infrastructure Fund II.
  • Approval: Proposed investments must undergo each pension board’s independent due diligence and fiduciary review.

New York City Pension Funds Target $5 Billion Climate Investment

New York City Comptroller Mark Levine has announced plans to expand private-market investments in climate solutions, with the Comptroller’s Office expecting to present $5 billion in investment opportunities to three of the city’s public pension funds.

The proposal was announced during Levine’s first Climate Week as comptroller and is designed to support the pension systems’ existing climate investment objectives while seeking investments that meet their financial and fiduciary requirements.

The three systems involved are the New York City Teachers’ Retirement System (TRS), New York City Employees’ Retirement System (NYCERS), and Board of Education Retirement System (BERS).

Investments to Focus on Clean Energy and Infrastructure

The proposed private-market opportunities would cover a broad range of climate-related investments.

These include renewable power generation, grid modernization, energy efficiency, energy storage, clean transportation and building decarbonization. Other potential investments could involve technologies aimed at reducing pollution, strengthening energy and water security, and improving resilience to extreme weather.

The focus reflects the growing investment requirements associated with expanding electricity demand and modernizing energy infrastructure.

The Comptroller’s Office said rising energy demand, including demand associated with data centers, artificial intelligence, manufacturing and transportation electrification, could create additional opportunities in energy infrastructure.

$37.8 Billion Climate Investment Goal by 2035

The proposed allocation forms part of the pension systems’ longer-term Net Zero Implementation Plans.

The systems have established a combined goal of investing $37.8 billion in climate solutions by 2035, subject to suitable investment opportunities and the funds’ investment and fiduciary requirements.

The plans also include measures to address portfolio emissions, engage investment managers and companies on climate-related issues, and increase exposure to climate solutions.

Sandbrook Fund Marks First Private-Market Climate Investment

The announcement follows a $116 million commitment to Sandbrook Climate Infrastructure Fund II by NYCERS, TRS and BERS.

The commitment represents the first private-market climate-focused investment made during Levine’s term, according to the Comptroller’s Office.

The broader $5 billion proposal would provide the pension boards with additional opportunities to consider investments across multiple climate and infrastructure strategies.

Pension Boards Will Make Final Decisions

The $5 billion figure represents investment opportunities that will be presented for consideration rather than an immediate transfer of $5 billion.

Each pension board will conduct its own due diligence and fiduciary review before deciding whether to approve individual investments.

This means the timing and final amount of capital committed will depend on the opportunities identified, investment analysis and the boards’ approval processes.

Energy Demand Creates New Investment Opportunities

The Comptroller’s Office highlighted several trends that could increase demand for new energy infrastructure.

These include the expansion of artificial intelligence and data centers, the reshoring of manufacturing, transportation electrification and broader electricity consumption.

The office also pointed to increasing government interest in energy security and the expansion of renewable energy and battery storage as factors shaping the investment landscape.

Outlook

New York City’s proposed $5 billion private-market climate strategy adds another layer to the pension systems’ existing net-zero investment plans.

The next stage will depend on the investment opportunities presented to TRS, NYCERS and BERS and whether they meet each system’s return, risk and fiduciary requirements.

If approved, investments could provide additional private-market capital for renewable power, energy storage, grid infrastructure, clean transportation and other climate-related projects.

The proposal also illustrates how large institutional investors are increasingly considering climate solutions within broader infrastructure and long-term investment strategies.
