Kenya has launched the Integrated Natural Resources Management Programme (INReMP), a US$263.8 million initiative designed to strengthen climate resilience, improve agricultural productivity and restore degraded ecosystems across 10 counties in western Kenya. Backed by the International Fund for Agricultural Development (IFAD), the programme is expected to benefit more than two million people through sustainable farming, ecosystem restoration and improved natural resource management.

Kenya Launches $263.8 Million Climate Resilience Programme

The Kenyan government has launched a $263.8 million Integrated Natural Resources Management Programme (INReMP) to strengthen climate resilience, restore degraded ecosystems and improve agricultural productivity across western Kenya.

Launched on 17 July, the programme targets vulnerable rural communities by promoting sustainable farming practices, conserving natural resources and improving food and water security in areas increasingly affected by climate change.

Supported by the International Fund for Agricultural Development (IFAD), the initiative is expected to directly benefit more than two million people from over 407,000 rural households.

Supporting Sustainable Agriculture and Rural Livelihoods

The programme will focus on sustainable land management, ecosystem restoration and improved conservation of water resources to help farmers adapt to changing climate conditions.

By promoting regenerative agriculture, climate-smart farming technologies, irrigation, value addition and nature-based enterprises, the initiative aims to increase agricultural productivity while improving household incomes and strengthening rural livelihoods.

The programme will be implemented across Elgeyo Marakwet, West Pokot, Trans Nzoia, Uasin Gishu, Nandi, Kakamega, Kericho, Kisumu, Homa Bay and Migori counties.

According to Prime Cabinet Secretary Musalia Mudavadi, the investment will create employment opportunities, improve food production and build stronger resilience among farming communities.

Protecting Kenya’s Natural Resources

A major component of INReMP is the restoration and protection of critical ecosystems that support Kenya’s agricultural economy.

The programme’s first strategic pillar focuses on conserving forests, wetlands, watersheds and important water towers, particularly the Mau and Cherangany ecosystems.

These landscapes play a vital role in supplying water for agriculture, hydropower generation, biodiversity conservation and rural livelihoods.

Mudavadi noted that Kenya’s forests, rivers, wetlands and fertile agricultural land remain under increasing pressure from deforestation, land degradation, declining soil fertility, biodiversity loss and shrinking water catchments.

Restoring these ecosystems is expected to strengthen long-term environmental sustainability while improving resilience to climate change.

Strengthening Institutions and Climate Governance

Beyond environmental restoration, the programme also aims to improve institutional capacity for integrated natural resource management.

The third pillar focuses on strengthening policy development, improving coordination among implementing agencies and establishing regional offices to oversee programme implementation.

The initiative also seeks to ensure that women, youth, persons with disabilities, indigenous communities and other vulnerable groups benefit from climate adaptation investments.

By combining environmental conservation with livelihood improvement and stronger institutions, the government hopes to create more resilient rural communities capable of managing future climate risks.

Responding to Growing Climate Risks

The programme comes as Kenya faces increasingly frequent climate-related disasters.

Recurring droughts continue to affect the country’s arid and semi-arid regions, while periods of intense rainfall have triggered severe flooding and landslides in several parts of the country.

According to the International Rescue Committee (IRC), there is an 80% to 82% probability that El Niño conditions will persist through the end of 2026, increasing the likelihood of further extreme weather events.

Meanwhile, the United Nations Office for Disaster Risk Reduction (UNDRR) reported that floods between March and May 2024 affected nearly 410,000 people, claimed 315 lives and caused economic losses estimated at 187 billion Kenyan shillings.

In response, Kenya has adopted an Anticipatory Action Roadmap for 2024–2029 and strengthened collaboration with organisations including the IGAD Climate Prediction and Applications Centre to improve disaster preparedness.

Supporting Kenya’s Climate Commitments

The Integrated Natural Resources Management Programme also supports Kenya’s broader climate and development objectives.

The country has committed to reducing greenhouse gas emissions by 35% by 2035 compared with its business-as-usual scenario, representing an estimated reduction of 75.25 million metric tons of carbon dioxide equivalent.

By improving land restoration, promoting sustainable agriculture and protecting critical ecosystems, the programme is expected to contribute significantly to both climate mitigation and adaptation while strengthening food security and rural economic development.

The initiative also reflects Kenya’s growing emphasis on integrating environmental conservation with inclusive economic growth and long-term resilience.
