$34.2 Million to Support Climate Adaptation

The Government of Canada and the Federation of Canadian Municipalities have announced $34.2 million in funding for 141 community climate adaptation projects across Canada.

The investment is being delivered through the Green Municipal Fund’s Local Leadership for Climate Adaptation (LLCA) initiative, which supports municipalities as they prepare for the impacts of a changing climate.

The announcement was made by FCM President Tim Tierney, FCM CEO Carole Saab and Minister of the Environment, Climate Change and Nature Julie Dabrusin. Halifax Member of Parliament Shannon Miedema and a representative from Halifax Regional Municipality also participated in the announcement.

The funding is intended to help local governments future-proof their communities as climate-related risks become more frequent and severe.

Projects Target Flooding, Wildfires and Extreme Heat

The investment will support municipalities in addressing a range of climate threats, including wildfires, flooding, coastal erosion and heat domes.

Projects will include measures designed to protect communities and critical infrastructure. These include stormwater infrastructure upgrades, shoreline rehabilitation and cooling facilities.

Funding will also support the development of climate-focused asset management strategies, comprehensive risk assessments, adaptation plans and programme design studies for adaptation financing.

The initiative therefore combines physical infrastructure investments with planning and risk-management measures intended to strengthen long-term community resilience.

$530 Million LLCA Initiative

The Local Leadership for Climate Adaptation (LLCA) initiative was launched in June 2024.

It is a $530-million initiative funded through the Government of Canada’s Adaptation Action Plan and National Adaptation Strategy.

Supporting More Resilient Communities

FCM President Tim Tierney said municipalities are on the front lines of climate preparedness, protecting residents, safeguarding community infrastructure and building resilience.

He said the funding would help communities carry out this work while reducing pressure on local budgets.

FCM CEO Carole Saab described the investment as a fiscally responsible measure, noting that investing in resilience can reduce the higher costs associated with emergency response, rebuilding and lost economic activity.

She added that the funding would give communities across Canada more tools to protect people, infrastructure and local economies as climate impacts become more frequent and severe.

Minister of the Environment, Climate Change and Nature Julie Dabrusin said Canada’s climate is changing and that government investment is intended to make communities more resilient.

Halifax Member of Parliament Shannon Miedema also highlighted the importance of federal investment in helping municipalities turn climate ambitions into practical projects.
