California’s Cap-and-Invest carbon market has generated $36.2 billion for climate investments since its launch, according to a new report from the California Air Resources Board (CARB). The program has funded hundreds of thousands of projects supporting clean transportation, affordable housing, energy efficiency and climate resilience, while directing most of its investments to disadvantaged and low-income communities.

California’s Cap-and-Invest program has generated $36.2 billion for climate investments, demonstrating how carbon pricing can finance emissions reductions while supporting communities, economic development and household affordability.

According to the California Air Resources Board’s 2026 Annual Report, approximately $15.5 billion has already been invested through 122 programs, supporting more than 600,000 projects across transportation, affordable housing, clean energy, workforce development and climate resilience.

The state expects another $8 billion in auction proceeds to flow into the Greenhouse Gas Reduction Fund by 2030, providing additional financing for future climate initiatives.

Carbon Revenue Supports Communities

Since 2014, California Climate Investments have funded projects designed to improve environmental quality while delivering direct social and economic benefits.

Of the $15.5 billion already deployed, approximately $11.4 billion—or 76%—has been directed toward disadvantaged and low-income communities.

The investments have supported cleaner transportation systems, energy-efficient housing, household energy upgrades, urban greening initiatives and community resilience projects aimed at reducing climate risks.

California’s approach links carbon pricing with environmental justice by ensuring that a significant share of revenue generated from emissions allowances is reinvested in communities most affected by pollution and climate change.

Strong Climate and Economic Benefits

Beyond reducing emissions, the investments have generated substantial economic returns.

According to CARB, funded projects are expected to reduce 130.5 million metric tons of carbon dioxide equivalent (CO₂e) over their lifetime—roughly equal to avoiding the consumption of more than 12.6 billion gallons of gasoline.

The investment portfolio also includes 16,386 affordable homes currently under contract, while project spending has been linked to more than 143,000 jobs through direct employment, supply chains and broader economic activity.

State estimates indicate the program will generate approximately $44.4 billion in consumer and economic benefits through reduced fuel consumption, lower transportation costs and smaller household energy bills.

How the Cap-and-Invest Program Works

California’s Cap-and-Invest system places a declining cap on greenhouse gas emissions from major industrial facilities, power producers and fuel suppliers.

Companies must purchase emissions allowances through state auctions, with the proceeds directed into the Greenhouse Gas Reduction Fund.

Rather than treating carbon pricing solely as a mechanism for reducing emissions, California has used auction revenues to finance investments that support clean energy deployment, affordable housing, sustainable transportation and climate adaptation.
