Actis Launches New Renewable Energy Platform in Mexico

Investment group Actis has launched Yeltica Energy, a new renewable energy platform in Mexico targeting more than  more than 2GW of solar, wind and battery storage capacity.

The platform is anchored by three solar-plus-storage projects totaling approximately 330MW-peak of solar photovoltaic capacity and 255MW-hours of battery storage.

The projects were awarded under Mexico’s first Mixed Investment Tender, run by the state utility Comisión Federal de Electricidad (CFE).

Yeltica Energy plans to expand its portfolio through further participation in Mexico’s public tenders and through proprietary origination with developers and energy offtakers.

Three Projects Form Initial Portfolio

The three anchor projects provide Yeltica Energy with its initial portfolio as the platform begins its expansion in Mexico’s renewable energy market.

The projects feature 25-year power purchase agreements denominated in U.S. dollars and inflation-indexed. CFE is the offtaker for the contracts.

The combination of solar PV and battery storage forms the foundation of Yeltica Energy’s initial portfolio, with the platform targeting further development of solar, wind and BESS capacity beyond the first three projects.

Alberto Estefan, managing director, energy infrastructure at Actis, said Mexico presents infrastructure opportunities as rising energy demand and a policy framework aimed at mobilising private capital support investment.

“Mexico is one of the most compelling infrastructure markets in Latin America from our perspective. In energy in particular, rising demand and a policy framework that looks to mobilise private capital is creating strong opportunities for investors,” Estefan said.

José Luis García to Lead Yeltica Energy

Yeltica Energy will be led by José Luis García, who previously served as CEO of Zelestra LATAM.

García has more than 25 years of experience in the energy sector. At Zelestra, he built and divested more than 1GW of renewable energy capacity across Chile, Peru and Colombia.

He also previously served as CEO of Zuma Energia, where he developed and built more than 800MW of solar PV and wind assets in Mexico.

García said the new platform begins with an anchor portfolio and a strong pipeline.

“Yeltica Energy begins with an anchor portfolio and a strong pipeline – a great start to meet our ambitions,” García said.

Actis Has Existing Energy Presence in Mexico

Actis has an established presence in Mexico’s energy market through previous investments in Zuma Energia, Saavi Energia and Atlas Renewable Energy.

The firm currently owns Valia Energia, a 3.2GW gas platform in Mexico. Since entering the market, Actis has owned a total of 7.3GW of generation capacity in the country.

The launch of Yeltica Energy adds a new renewable-focused platform to its activities in Mexico.

Mexico Targets More Renewable Capacity

The launch comes after the Mexican government published its renewable energy targets for 2030.

Mexico’s Renewable Energy Growth Plan targets 12GW of new solar PV capacity by 2030, with solar PV generation expected to increase by 140% between 2026 and 2030.

The country is also targeting a 38% renewable electricity share by 2030, alongside 32GW of new generation capacity, including 22GW from renewable sources.

The Power Sector Development Plan (PLADESE) 2025–2039 calls for approximately 75GW of new generation capacity, with an estimated 80% expected to come from clean energy sources.

Yeltica Energy Plans Further Expansion

Yeltica Energy plans to grow beyond its initial solar-plus-storage portfolio by participating in future public tenders and working directly with developers and energy offtakers.

The platform will target solar PV, wind and battery energy storage projects as it works toward its goal of developing more than 2GW of generation capacity.

García described the timing as an exciting moment for Mexican energy, pointing to positive momentum in the market and Actis’ long-term approach to investment, construction and operations.

Outlook

Actis’ launch of Yeltica Energy establishes a new renewable energy platform focused on Mexico, with a target of more than 2GW of solar, wind and battery storage capacity.

The platform starts with three solar-plus-storage projects totaling approximately 330MWp of solar PV and 255MWh of battery storage, supported by 25-year, U.S. dollar-denominated and inflation-indexed PPAs with CFE.

Yeltica Energy plans to expand through future public tenders and partnerships with developers and energy offtakers, while Mexico’s renewable energy targets provide a framework for additional solar and other clean-energy capacity through 2030.
