Lagos State plans to attract international capital for an estimated 25 – 50 billion climate investment pipeline spanning more than 300 potential projects. At Lagos Climate Investment Day on 13 November during COP31 in Antalya, Türkiye, the government will engage investors and financial institutions on opportunities in clean energy, transport, agriculture, water management, waste and climate-resilient infrastructure. The estimated pipeline represents potential investment opportunities, not funding already secured.

Lagos to Present Climate Investment Pipeline at COP31
The Lagos State Government will bring together investors, financial institutions, development partners and private-sector leaders at Lagos Climate Investment Day and Cocktail Reception on 13 November during the 31st United Nations Climate Change Conference (COP31) in Antalya, Türkiye.
Led by Governor Babajide Sanwo-Olu through the Office of Climate Change and Circular Economy (OCCE), the initiative aims to connect global capital with an estimated 25–50 billion climate investment opportunity , covering more than 300 potential projects across multiple sectors.
The event is intended to move the state’s climate commitments towards implementation by presenting projects to prospective financiers, exploring partnerships and identifying practical funding arrangements. The proposed investments could support infrastructure development, clean energy adoption, job creation and economic resilience.
The estimated pipeline is not a confirmed amount of investment already raised. Its value will depend on project preparation, financing agreements and successful implementation.
Five Platforms Will Guide Investment Priorities

Lagos has organised its investment proposition around five interconnected platforms under its State-Determined Contributions Framework.
These include clean energy and clean cooking; blue economy, water and climate resilience; circular economy and industrial decarbonisation; climate-smart infrastructure and urban transition; and climate innovation, food systems and green enterprise.
The platforms cover opportunities in renewable electricity, solarisation, sustainable transportation, flood mitigation, coastal protection, waste management, agriculture and climate-resilient infrastructure.
Several government departments will contribute to the programme, including those responsible for the environment and water resources, transportation, agriculture, energy, public works, physical planning and waterfront infrastructure.
By coordinating these priorities, the government aims to present climate action as a cross-sector investment opportunity rather than an isolated environmental programme.
Banks and Private-Sector Firms to Join Initiative
Participating organisations include Sterling Bank, Keystone Bank, Stanbic IBTC Bank, Sun King, RF Garden and House of Tempos.
The banking institutions are expected to contribute perspectives on sustainable finance and financing structures for commercially viable green projects. Sun King will bring experience in expanding access to solar energy, while other private-sector participants are expected to support discussions on enterprise development and investment partnerships.
The engagement is designed to connect project opportunities with the capital, technical expertise and long-term partnerships needed to move them towards implementation.

Lagos Targets $3 Billion Annually Through Climate Fund
The COP31 initiative builds on earlier efforts to improve access to climate finance. The state’s Climate Finance Preparedness Clinic brought together more than 140 financial institutions, creating opportunities to strengthen engagement between climate project developers and prospective financiers.
In July 2026, Lagos also launched the Climate Defence and Catalytic Fund to help mobilise and de-risk investment in climate-resilient, low-carbon infrastructure. The fund has an ambition to mobilise up to US$3 billion annually.
The target represents an intended fundraising capacity, not money already raised. The fund is expected to help make eligible projects more attractive to investors by addressing investment risks and supporting financing structures.
Clean Cookstoves and International Partnerships
Lagos has also begun distributing clean cookstoves in Makoko as an initial step towards a broader target of eight million units. The initiative is intended to expand access to cleaner cooking options while addressing household air pollution and emissions associated with traditional cooking methods.
The state’s investment drive follows climate engagements at London Climate Action Week in June and during the United Nations General Assembly and Climate Week NYC in September. These activities form part of its ambition to become Africa’s first Climate Investment Jurisdiction.
Outlook
Lagos Climate Investment Day offers the state an opportunity to turn its estimated climate project pipeline into concrete financing discussions. The scale of the proposed 25 – 50 billion opportunity could attract interest across energy, transport, water, waste and resilient infrastructure.
However, the pipeline’s economic and environmental impact will depend on whether proposed projects secure funding, meet investor requirements and reach implementation. COP31 will provide a platform for Lagos to build partnerships and advance its ambition to make climate finance a driver of sustainable development.
