Integrated with the country’s carbon exchange and supported by blockchain technology, the system tracks the full lifecycle of carbon units while preventing double counting. Officials say the initiative will boost investor confidence, support Indonesia’s climate commitments and position the country as a trusted destination for green investment.

Indonesia Launches National Carbon Registry

Indonesia is strengthening its position as a destination for green investment through the implementation of the Carbon Unit Registration System (SRUK), a national carbon registry designed to improve transparency, regulatory certainty and market integrity.

Environment Minister and Environmental Control Agency Head Muhammad Jumhur Hidayat described the system as a key instrument for strengthening the credibility of Indonesia’s carbon market by enabling the country to accurately measure carbon emissions reduction efforts.

“By establishing a registry system that is transparent, interoperable, and backed by legal certainty, Indonesia is strengthening its position as a credible destination for green investment,” Jumhur said.

According to the minister, SRUK provides greater certainty for investors and market participants by ensuring that carbon credits are fully traceable, ownership is clearly established, transactions are properly recorded and safeguards are in place to prevent double counting.

He said the governance framework strengthens Indonesia’s progress toward achieving its Nationally Determined Contribution targets while reinforcing confidence in the country’s carbon market.

“Indonesia stands ready to contribute not only as a provider of high-quality carbon mitigation opportunities, but also as a trusted partner in shaping a credible, transparent, and high-integrity global carbon market,” Jumhur added.

Registry Covers Full Carbon Credit Lifecycle

Launched on 9 July, SRUK serves as the national registry for Indonesia’s Carbon Economic Value (Nilai Ekonomi Karbon/NEK).

The system records the entire lifecycle of carbon units, from project registration and issuance to ownership transfers, trading and retirement, covering climate mitigation activities across multiple sectors.

Whenever a transaction occurs on Indonesia’s Carbon Exchange, SRUK automatically updates the ownership and status of carbon units, trading volumes and their intended use. According to officials, this ensures consistency between the government’s registry and the national carbon exchange.

The registry has been developed in line with international carbon registry standards and is supported by blockchain technology developed in collaboration with IDX Carbon to strengthen data integrity.

Jumhur said the integration provides investors with stronger governance, improved transparency and greater regulatory certainty for carbon projects.

Carbon Market Seen as Climate Finance Opportunity

Deputy Speaker of Indonesia’s People’s Consultative Assembly Eddy Soeparno said strengthening carbon market governance is essential to unlocking the country’s carbon economy potential.

According to Soeparno, Indonesia’s carbon economy could contribute up to US$21.3 billion to the national economy by 2030, providing an important source of climate finance while creating demand that supports green jobs, attracts investment and strengthens domestic manufacturing.

He said the carbon market offers an opportunity to finance decarbonisation efforts without relying solely on public funds.

“This gives us a new source of financing for our decarbonization efforts without relying on the state budget, allowing public funds to be allocated to priorities such as healthcare and social protection,” Soeparno said.

He also noted that Indonesia requires around 470 billion USD to meet its climate commitments, in addition to approximately 100 billion USD for a programme to develop 100 GW of solar power. As public financing alone will not be sufficient, he said the carbon market is expected to become an important funding source for renewable energy, forest conservation and emissions reduction projects.

While welcoming the registry’s launch, Soeparno stressed that building the system represents only the first step in developing Indonesia’s carbon market.

He said the country must now focus on developing high-quality carbon credit projects that meet international standards while ensuring communities protecting forests and ecosystems receive a fair share of the economic benefits.

Officials believe Indonesia’s extensive forestry resources, peatlands, mangroves and renewable energy potential provide a strong foundation for expanding the country’s carbon economy and attracting greater international investment.
