Global Green Bond Initiative Targets €20 Billion

The European Investment Bank (EIB), in collaboration with the European Commission and the UN Green Climate Fund, has announced the launch of the Global Green Bond Initiative at the 81st United Nations General Assembly in New York.

The initiative, which forms part of the EU’s Global Gateway strategy, aims to mobilise up to €20 billion in private capital for large-scale sustainable infrastructure.

The initiative will focus particularly on emerging economies and least developed countries while also supporting the development of local and regional green bond markets.

The EIB is contributing €300 million, while an additional €200 million is being provided by the UN Green Climate Fund to support the effort.

Green bonds are debt instruments sold to investors, with the proceeds used to finance environmental projects.

Supporting Green Bond Markets

The Global Green Bond Initiative is designed not only to mobilise investment but also to support countries in developing green bond markets.

Work is already under way to prepare a pipeline of green bond issuances in 15 partner countries through a technical assistance programme.

Further issuances are expected across Latin America and the Caribbean, Sub-Saharan Africa, Asia-Pacific and the EU neighbourhood.

The initiative is intended to help partner countries develop projects suitable for green bond financing while creating opportunities to attract private investors.

GGBI Fund Begins Operations

The GGBI Fund began operations in summer 2026 and is expected to reach close to €3 billion.

This includes up to €2 billion in private capital from European and international investors and close to €1 billion in equity committed by public investors.

The public investor group includes a consortium of European development finance institutions led by the European Investment Bank.

It also includes the European Bank for Reconstruction and Development, alongside development banks from Spain, Italy, the Netherlands, Germany and France.

Luxembourg’s government is participating through LuxDev, while the Green Climate Fund is also part of the public investor group.

European Commission Provides Credit Protection

Credit protection for the consortium is being provided by the European Commission through the European Fund for Sustainable Development Plus (EFSD+) guarantee.

The fund itself is managed by Amundi, described in the source as the largest European asset manager.

The structure is intended to bring together public and private capital to support green investments and help reduce some of the investment risks associated with sustainable infrastructure projects in emerging markets and other partner economies.

Three-Part Structure

Infographic showing the Global Green Bond Initiative’s three-part structure—GGBI Fund, technical assistance and a green coupon subsidy facility—designed to mobilise green investment in emerging economies.

The broader Global Green Bond Initiative consists of three main components.

The first is the GGBI Fund, which brings together public and private investors to support green bond investments.

The second is technical assistance, which supports issuers in partner countries as they prepare to issue green bonds and attract investors.

The third is a Green Coupon Subsidy Facility, which is intended to help reduce borrowing costs in certain circumstances.

Together, these components are designed to address different stages of the green bond financing process, from project and issuance preparation to investment and borrowing costs.

Why Private Capital Matters

The initiative is based on the need to mobilise private capital alongside public resources to finance green infrastructure at the required scale.

According to the source, public resources alone cannot fund investment at the scale required for clean energy supplies.

The initiative therefore aims to support partner countries in developing projects, issuing green bonds and creating conditions that can attract private investors.

The combination of technical assistance, investment capital and the Green Coupon Subsidy Facility is intended to help address some of the challenges that can limit access to green financing.

Outlook

The Global Green Bond Initiative is expected to expand access to green financing across emerging economies and least developed countries while supporting the development of green bond markets.

With the GGBI Fund already operational and a pipeline being prepared in 15 partner countries, the initiative is moving from its establishment towards implementation.

The broader programme is expected to support green bond issuances across several regions, including Sub-Saharan Africa, Latin America and the Caribbean, Asia-Pacific and the EU neighbourhood.

By combining public investment, private capital, technical assistance and potential borrowing-cost support, the initiative aims to mobilise financing for large-scale sustainable infrastructure and clean energy projects.
