Canada summit unveils nearly C$500 billion in commitments, highlighting investment, infrastructure, economic growth, business deals, and Canada’s economy

Canada’s first Investment Summit concluded with the federal government announcing nearly C$500 billion in new investment, financing and capital-mobilisation commitments spanning infrastructure, artificial intelligence, energy, critical minerals, defence and technology. The headline package announced after the summit included almost C$100 billion in new capital commitments from pension funds, insurers and institutional investors, alongside nearly C$325 billion of financing commitments from major Canadian banks.

The total should not be read as C$500 billion of cash already deployed. It combines planned investments, lending and underwriting capacity, multi-year financing programmes and funds intended to mobilise additional private capital, with many commitments to be implemented over several years.

Key Overview

  • Nearly C$500 billion in investment, financing and capital-mobilisation commitments were announced around the summit.
  • Institutional investors and insurers accounted for almost C$100 billion of planned new capital.
  • Major Canadian banks committed nearly C$325 billion in financing for businesses and strategic projects.
  • A proposed Saskatchewan AI infrastructure expansion carries an estimated C$52.5 billion capital-investment value.
  • Canada also introduced a Productivity Mega Deduction intended to lower the marginal effective tax rate on new business investment to 6.4%.
  • The summit brought together investors from nearly 30 countries overseeing more than C$100 trillion in assets.

Pension Funds and Insurers Commit New Capital

Institutional investors formed one of the largest components of the announcements. CPP Investments and Brookfield Asset Management unveiled the C$50 billion Maple Fund, intended to target critical infrastructure and strategic industries in Canada.

PSP Investments plans to increase its domestic exposure by an additional C$25 billion, while Ontario Teachers’ Pension Plan set an objective to invest another C$10 billion in Canada by the end of 2027 across public and private markets.

Sun Life separately announced a C$5 billion infrastructure commitment over five years, targeting areas including digital infrastructure, energy, transportation and logistics.

Together, these commitments show a deliberate effort to direct more long-term institutional capital toward domestic assets while maintaining the investment-return requirements of pension and insurance portfolios.

Banks Pledge Nearly C$325Bn in Financing

Canada’s largest banks supplied the biggest portion of the summit’s headline total through planned financing programmes. TD announced a C$150 billion five-year commitment covering lending, underwriting, advisory services and other financing activities across energy, critical minerals, defence, aerospace, digital technology, AI and infrastructure.

Scotiabank committed more than C$100 billion over five years, while BMO plans to mobilise up to C$70 billion over 10 years for sectors including electricity infrastructure, pipelines, transportation, mining, AI computing, defence and security.

CIBC added C$2 billion in financing targeted at small and medium-sized defence and dual-use businesses, while RBC committed nearly C$1.5 billion toward Canadian technology companies with high-growth potential.

These figures represent financing capacity and capital mobilisation rather than direct government expenditure, making the eventual economic impact dependent on eligible projects advancing and borrowers taking up the available funding.

AI Infrastructure Adds a C$52.5Bn Project

One of the summit’s largest individual project announcements involved the expansion of Bell AI Fabric in Saskatchewan. The proposed 1.2-gigawatt AI hub carries an estimated C$52.5 billion capital-investment value and is expected to be developed in phases.

The plan retains 300 megawatts of grid power while creating a pathway for up to 900 megawatts of additional capacity. Project development remains subject to customer commitments, commercial agreements, permits, approvals and relevant environmental assessments.

The expansion is expected to support thousands of construction, operations, logistics, security and management jobs if fully developed.

Tax Changes Aim to Encourage More Investment

Alongside the capital announcements, the federal government introduced the Productivity Mega Deduction, which would permanently expand immediate expensing to a much wider range of business assets.

The new tax proposal would allow businesses to immediately expense most eligible depreciable property acquired from September 15, 2026, with the government estimating an incremental fiscal cost of C$36 billion over five years.

Officials estimate the measure would reduce Canada’s marginal effective tax rate on new business investment from roughly 13% to 6.4%. That estimate is a government modelling result and will depend on the final implementation of the proposed tax rules.

The broader significance of the summit will therefore depend less on the size of the announced commitments alone and more on how much financing turns into completed projects, operating assets, business expansion and measurable productivity gains over the coming years.
