The U.S. International Development Finance Corporation has approved an equity investment of up to $155 million in WIOCC Group, one of Africa’s largest open-access digital infrastructure operators. The September investment approval forms part of more than $8 billion in new projects approved by the agency and is intended to strengthen fibre, subsea cable and data-centre infrastructure across the continent.
The transaction is the agency’s largest digital investment to date and has also been reported as its largest-ever equity commitment. WIOCC’s network spans 30 African countries and includes terrestrial fibre, subsea capacity and more than 40 core and edge data centres.
Key Overview
- DFC approved an equity investment of up to $155 million in WIOCC Group.
- The agency describes the transaction as its largest digital investment to date.
- WIOCC operates across 30 African countries.
- Its infrastructure includes subsea cables, terrestrial fibre and more than 40 core and edge data centres.
- Vision Invest and Africa Finance Corporation are investment partners in the initiative.
- The transaction aligns with a wider U.S. push to support American technology and AI infrastructure internationally.
WIOCC Gains New Capital for Pan-African Expansion
WIOCC operates a carrier-neutral, open-access platform serving telecom operators, cloud providers, enterprises and other digital businesses. Its infrastructure connects domestic fibre networks with international subsea cable systems and data-centre capacity across multiple African markets.
The new DFC capital is designed to help expand critical digital infrastructure, including networks needed by hyperscale cloud and technology companies entering or expanding across Africa.
DFC named Vision International Investment Company and Africa Finance Corporation as partners in the initiative. Earlier in September, WIOCC separately announced that those two investors had signed a combined $300 million subscription agreement to support data-centre deployment, terrestrial fibre expansion and selected subsea assets.
The DFC announcement does not state that its $155 million should simply be added to that earlier $300 million figure, so the commitments are best treated separately unless a final transaction disclosure provides a consolidated total.
Digital Infrastructure Becomes Central to AI Expansion
Data centres, fibre networks and international connectivity are increasingly important to cloud computing and artificial-intelligence services. Large AI workloads depend on high-capacity networks capable of moving data quickly between data centres, users and global cloud platforms.
The investment also fits within a broader U.S. policy of supporting American technology exports. A July 2025 executive order established an American AI Exports Program covering technologies such as chips, servers, data-centre storage, cloud services and networking.
DFC has framed the WIOCC transaction as supporting U.S. hyperscalers and the wider American technology ecosystem while expanding access to secure and resilient digital infrastructure in Africa.

Africa’s Demand for Connectivity Is Still Growing
WIOCC’s own expansion plans reflect growing demand for cloud, data and connectivity services across African economies. The company said the new capital being raised in 2026 would be directed toward three main infrastructure priorities: increasing data-centre capacity, extending open-access terrestrial fibre into additional markets and adding strategically selected subsea assets.
The scale of the opportunity remains substantial. Internet adoption across Africa continues to trail global levels, while cloud services, fintech platforms, streaming, enterprise digitisation and AI applications are increasing the amount of data that needs to be stored and transmitted locally.
More local infrastructure can reduce dependence on distant data centres, lower latency and improve the resilience of digital services. It can also make African markets more attractive to global cloud and technology companies that require reliable connectivity before deploying services at scale.
Kenya Also Sees New Data-Centre Capacity
The investment comes during a broader wave of data-centre expansion in African technology hubs. In Kenya, Digital Realty opened its Nairobi Two data centre in September, adding capacity to its existing Nairobi campus as demand for cloud and interconnection services grows in East Africa.
The facility has been reported as adding 6.4 megawatts of capacity and forms part of the wider expansion of carrier-neutral data infrastructure serving enterprises, cloud providers, telecom operators and digital platforms in the region.
WIOCC’s latest financing therefore arrives at a time when both development-finance institutions and commercial investors are committing more capital to the physical infrastructure required for Africa’s digital economy.
