Saudi Holdings Rise Strongly From a Year Earlier
The official monthly holdings data show Saudi Arabia’s Treasury portfolio increasing from $131.641 billion in July 2025 to $142.426 billion in July 2026. That produces an exact year-on-year increase of $10.785 billion, which rounds to about $10.8 billion.
The annual rise came despite a small month-on-month pullback. Holdings declined from $142.546 billion in June to $142.426 billion in July, a reduction of about $120 million.
Saudi holdings have also moved noticeably during 2026. They stood at $134.780 billion in January, climbed to $160.431 billion in February, and later eased before ending July at $142.426 billion. The changes show that the Kingdom’s Treasury position can fluctuate materially from month to month even while remaining higher than a year earlier.

Long-Term Securities Dominate the Portfolio
A more detailed country-level Treasury breakdown shows that Saudi Arabia held $110.244 billion in long-term US Treasuries in July and $32.182 billion in short-term securities.
Long-term holdings therefore represented about 77.4% of the total portfolio, while short-term securities accounted for roughly 22.6%. Compared with June, long-term holdings increased from $108.555 billion, while short-term holdings declined from $33.991 billion.
This shift means the overall portfolio was nearly flat even though its internal composition changed, with a larger share concentrated in longer-dated Treasury securities.
Saudi Arabia Remains the 17th-Largest Holder
The major foreign holders table ranked Saudi Arabia 17th in July. Japan remained the largest holder with $1.104 trillion, followed by the United Kingdom at $998.3 billion and mainland China at $618.0 billion.
Belgium held $470.7 billion, the Cayman Islands $460.1 billion and Luxembourg $442.1 billion. Other major holders included Canada at $426.3 billion, Ireland at $350.2 billion, France at $348.4 billion and Taiwan at $296.1 billion.
Across all foreign holders, Treasury holdings declined by $50.4 billion during July, falling from $9.2985 trillion in June to $9.2481 trillion. Even with that decline, the July international capital data showed a net overall foreign inflow of $83.7 billion across long-term securities, short-term US securities and banking flows.
The figures should also be interpreted with some caution because country allocations are based largely on custodial records. Securities held through accounts in third countries may not always be attributed to the ultimate owner, meaning the figures are best viewed as reported custodial holdings rather than a perfect measure of beneficial ownership.
