CDS Account Guide: CDSC vs CBK DhowCSD
Introduction
Suppose you want to do three things in Kenya:
- buy Safaricom or another Nairobi Securities Exchange share;
- buy a Treasury bill;
- buy a Treasury bond.
You may be told to "open a CDS account."
That advice is incomplete.
Kenya has different securities-depository infrastructure serving different parts of the market. For most retail investors, the practical distinction is:
NSE-listed shares → CDSC ecosystem
Government Treasury bills and bonds → Central Bank of Kenya DhowCSD ecosystem
If you want to invest in both, you may need access to both systems.
What Is a CDS Account?
CDS means Central Depository System. A CDS account is an electronic securities account. It records investments such as shares in digital form instead of relying on paper share certificates.
It is not a savings account or current account. You do not use it for everyday banking.
Think of it as the electronic record showing which securities belong to you.
For NSE-listed securities, that record is maintained through the Central Depository & Settlement Corporation, or CDSC. CDSC states that investors intending to trade securities listed on the Nairobi Securities Exchange need a CDS account.
What Is CDSC?
CDSC is Kenya's central depository, clearing and settlement infrastructure for exchange-market securities such as listed equities and corporate bonds.
It maintains electronic securities records and handles post-trade clearing and settlement after trades occur on the NSE. Investors access CDSC through approved Central Depository Agents, or CDAs.
A CDA can be a stockbroker, investment bank or custodian bank authorised to open and maintain securities accounts in the CDS system.
For an individual investor, CDSC currently offers two practical routes:
- Open an account through an approved CDA.
- Open or link a CDS account digitally using Dosikaa, CDSC's investor platform, and select a preferred stockbroker.
Want to invest in NSE-listed shares?→ CDSC CDS account→ Choose approved CDA/broker→ Trade through NSE market infrastructure
Want to invest directly in Kenyan Treasury bills or Treasury bonds?→ CBK DhowCSD CSD account→ Access Treasury auctions/government-securities services
Want both?→ You may need both infrastructures
Add a small warning:
CDSC ≠ DhowCSDA securities account ≠ a bank account

What Is CBK DhowCSD?
DhowCSD is the Central Bank of Kenya's digital Central Securities Depository platform for Government of Kenya securities.
CBK's current guidance says investors who want to invest directly in Treasury bills or Treasury bonds require a CSD account, which can be opened and operated through DhowCSD.
DhowCSD supports account management, primary-market Treasury bill and bond purchases, portfolio statements and secondary-market government-security functionality. It is available through a web portal and mobile apps.
Individuals and organisations can invest directly through CBK, while authorised commercial banks and investment banks can also provide custodial access.
DhowCSD is not an NSE share-trading account.
Treasury bonds can trade in the secondary market through brokers and NSE infrastructure, but the government-securities registry and settlement architecture remains centred on CBK's CSD.
CDSC vs CBK DhowCSD
| Feature | CDSC / CDS Account | CBK DhowCSD |
|---|---|---|
| Operator | Central Depository & Settlement Corporation | Central Bank of Kenya |
| Main Securities | NSE-listed shares and corporate bonds | Government of Kenya Treasury bills and Treasury bonds |
| Main Purpose | Electronic ownership, clearing and settlement of exchange-market securities | Government-securities account, auctions, portfolio and related transactions |
| How Access Is Opened | Through CDA or digitally via Dosikaa for eligible individuals | DhowCSD web/mobile platform or authorised custodial institution |
| Trading / Investment Route | Broker/CDA → NSE | DhowCSD Treasury auction; secondary bond transactions may involve brokers/NSE |
| Where Securities Are Recorded | CDSC Central Depository System | CBK government-securities CSD |
| Typical User Need | Buying NSE shares | Investing in T-bills or T-bonds |
Can the Same Account Do Both?
For a beginner opening accounts today, do not assume one CDS account automatically replaces the other system.
CDSC's general material notes that its system can accommodate several categories of securities, including government securities. However, CBK's current operational guidance specifically requires a CBK CSD account through DhowCSD or an authorised custodian for direct Treasury bill and Treasury bond investing.
So the practical current framework is:
NSE shares → CDSC
Direct government securities → DhowCSD
How to Open a CDSC Account
For a traditional individual CDSC account, the CDA currently asks for items including:
- National ID or passport;
- KRA PIN;
- passport photographs;
- completed CDS 1 securities-account form.
CDSC's current digital procedures also allow natural persons to open CDS accounts through an approved CDA or CDSC digital platform. Digital onboarding captures identity, mobile number, email, address, bank/payment information and KRA details.
CDSC states that opening the CDS account itself is free. Brokerage, trading or other transaction-related charges are separate.

How to Open a DhowCSD Account
For an individual DhowCSD account, CBK currently requires:
- valid email address;
- mobile number;
- identification document such as National ID, passport or alien card;
- passport-size photograph;
- KRA PIN for applicable residents;
- active commercial-bank account held in Kenya.
Registration can be completed through the DhowCSD app or web platform. Joint-account holders must first establish individual active DhowCSD profiles.
Opening the account is only the first step. You must still select a Treasury security, submit a bid and, if successful, make the required payment.

Government Securities
Investor → CBK DhowCSD CSD Account → Treasury Bill/Bond Auction → Successful Allocation → Payment → Government Security recorded at CBK
Add a secondary Treasury-bond branch:
Existing Treasury Bond → Broker/NSE secondary market where applicable → CBK CSD settlement infrastructure
Visually reinforce that the two systems serve different purposes.
Simple Kenyan Example
Amina wants to invest in both government securities and listed shares.
She has KSh50,000 for a Treasury security and KSh20,000 for NSE shares.
CBK's current DhowCSD guidance sets the minimum non-competitive face-value investment for Treasury bills and bonds at KSh50,000, with additional amounts in KSh50,000 multiples. Competitive bids begin at KSh2 million.
For the Treasury investment, Amina would use her DhowCSD CSD account.
For the KSh20,000 share investment, she would use a CDSC CDS account together with an authorised broker or CDA.
The accounts enable access. Neither account opening automatically means she has bought an investment.
Common Points of Confusion
- CDSC and DhowCSD are not the same platform.
- DhowCSD is not an NSE equity broker app.
- A CDS or CSD account is not a bank savings account.
- Opening an account does not mean an investment has been purchased.
- A depository account and the broker used to execute trades are different functions.
- One whole NSE share can now be traded, but that is not fractional-share ownership.
- Government-security minimums can change and should always be checked against the latest CBK auction instructions.
- Treasury bonds trading on the NSE secondary market does not turn DhowCSD into an ordinary share-trading account.
Frequently Asked Questions
What is a CDS account in Kenya?
For NSE investors, a CDS account is the electronic securities account used within CDSC's depository system to record ownership of listed securities such as shares.
Is a CDS account free?
CDSC currently states that opening a CDS account is free. Trading and intermediary charges can still apply.
Can I open a CDS account online?
Yes. Eligible individual investors can currently open or link a CDS account digitally through Dosikaa or through digital facilities provided by an authorised CDA.
What is DhowCSD?
DhowCSD is CBK's digital central-securities-depository platform for Government of Kenya Treasury bills and bonds.
Do I need DhowCSD to buy Treasury bills?
For direct retail access through CBK, current guidance requires a CBK CSD account, which can be opened and operated through DhowCSD. Investors can also participate through authorised custodial institutions.
Is CDSC the same as CMA?
No. CDSC provides depository, clearing and settlement infrastructure. CMA is Kenya's capital-markets regulator.
Can one person have access to both CDSC and DhowCSD?
Yes. An investor who wants both NSE-listed shares and direct Government of Kenya securities can maintain access to both systems.
Key Takeaway
For most individual investors, remember:
NSE-listed shares → CDSC ecosystem
Treasury bills and Treasury bonds → CBK DhowCSD ecosystem
CDSC records and settles exchange-market securities such as shares. DhowCSD provides the current direct digital route into Government of Kenya securities.
If you plan to own both types of investments, having access to both infrastructures is normal.
