Uganda and Kenya sign three tourism and trade agreements to strengthen cross-border cooperation, boost regional commerce, and promote East African tourism

Private-sector organisations from Uganda and Kenya have signed three cooperation agreements at the fifth Uganda–Kenya Coast Tourism and Innovation Summit in Mombasa. The October 26–27 gathering aims to turn years of destination marketing into practical business partnerships, easier cross-border travel and measurable investment opportunities.

Key Overview

  • Three memoranda of understanding cover tour operators, travel agencies and broader business cooperation.
  • Kenyan visits to Uganda rose from 466,902 in 2024 to 519,041 in 2025, an increase of approximately 11.2%.
  • Uganda accounted for 234,556 arrivals in Kenya in 2025, up from 201,623 in 2024.
  • Organisers target at least 10 business connections and two digital tourism prototypes, with follow-up milestones.
  • Delegates are examining regional mobility barriers under Article 104 of the East African Community Treaty.

Three Agreements Link Tourism Operators and Businesses

The agreements were signed on October 26 at the Sarova Whitesands Beach Resort & Spa. The Association of Uganda Tour Operators (AUTO) and Kenya Association of Tour Operators (KATO) agreed to strengthen sustainable tourism cooperation across East Africa.

A second memorandum pairs the Uganda Association of Travel Agents (TUGATA) with the Kenya Association of Travel Agents (KATA). Its focus is implementing a cross-border tourism collaboration framework involving innovation, investment, youth participation and regional integration.

The third agreement links the Private Sector Foundation Uganda (PSFU) with the Mombasa chapter of the Kenya National Chamber of Commerce and Industry (KNCCI) to support trade, investment and business networks. The signings establish cooperation frameworks, but their economic impact will depend on projects and commercial deals that follow.

Rising Visitor Numbers Strengthen the Business Case

The partnership is supported by growing travel in both directions. According to visitor figures presented at the summit’s launch, Kenyan arrivals in Uganda increased by 52,139 between 2024 and 2025, while Ugandan arrivals in Kenya rose from 201,623 to 234,556, approximately 16.3% growth.

Kenya is targeting 300,000 Ugandan visitors in 2026, although that figure remains an ambition rather than an achieved result. Uganda’s consul general in Mombasa, Herbert Kiguli, has promoted a “Beach to Bush, Bush to Beach” approach linking Kenya’s coastline with Uganda’s wildlife, adventure and cultural attractions.

Such combined itineraries could benefit accommodation providers, transport businesses and travel agents on both sides of the border. The commercial opportunity is to encourage longer stays and higher visitor spending, rather than simply competing for the same travellers.

Summit Targets Digital Innovation and Easier Mobility

Organisers have set measurable summit deliverables, including at least ten business-to-business connections to be tracked over three months and two tourism technology prototypes to be supported towards commercialisation.

Delegates also plan to examine how Article 104 of the East African Community Treaty is implemented in practice, particularly barriers affecting the movement of people, labour and services. A proposed joint government declaration is intended for submission to the regional secretariat.

A communiqué naming responsible institutions and deadlines is expected within two weeks of the summit, with progress scheduled for review in 2027. These remain planned follow-up steps rather than completed reforms.

Implementation Will Determine Economic Benefits

The summit forms part of Uganda’s economic and commercial diplomacy strategy, which seeks to use overseas missions to promote exports, tourism and investment. A familiarisation initiative involving more than 70 Ugandan tourism delegates has also introduced businesses to potential products along Kenya’s coast.

The next test is whether the memoranda lead to bookable joint itineraries, investment transactions and fewer barriers for travellers. Clear responsibility for implementation, realistic deadlines and public progress reporting will be essential to measuring results beyond the summit itself.
