The European Commission launched the T-MED Investment Platform on 26 October 2026 in Brussels. It offers up to €4.5 billion in guarantee capacity under the European Fund for Sustainable Development Plus (EFSD+) to de-risk renewable energy and clean-technology projects across the Mediterranean. Presented by Commissioner for the Mediterranean Dubravka Šuica, the platform matches investors and financial institutions with project promoters. By 2035, T-MED aims to mobilise up to €25 billion in investment and train up to 10,000 workers. Early projects include a €1.6 billion grid upgrade and a €575 million green ammonia plant in Egypt, and two 100 MW solar plants in Tunisia.
Key Overview
- Guarantee capacity: Up to €4.5 billion under EFSD+.
- Investment target: Up to €25 billion by 2035.
- Skills target: Training and upskilling of up to 10,000 workers.
- Target sectors: Renewable power, renewable hydrogen, grids, storage, interconnections and clean-tech manufacturing.
- Flagship projects: Egypt’s €1.6 billion grid upgrade, a €575 million green ammonia plant, 500 MW of wind, and Tunisian solar.
- Policy framework: A flagship initiative of the EU’s Pact for the Mediterranean.
Commission Opens the T-MED Investment Platform
The European Commission launched the T-MED Investment Platform on Monday to mobilise large-scale investment in renewable energy and clean technologies across the Mediterranean. Šuica presented it at a stakeholder event in Brussels that brought together European and international financial institutions, private investors and project promoters.
The platform is a core part of the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation Initiative (T-MED), a flagship initiative of the Pact for the Mediterranean. Its main job is matchmaking: connecting viable projects with sources of finance and turning investment opportunities into projects that get built.
Šuica framed the ambition as making clean energy a driver of shared prosperity, competitiveness and security across the Mediterranean and Europe. She said bringing investors and promoters together would “help turn promising projects into concrete investments, creating jobs and supporting growth.”
How the €4.5 Billion Guarantee Works
The EU’s contribution is guarantee capacity, not direct grants. Up to €4.5 billion is available under EFSD+, a programme that provides guarantees to help crowd in investment. By absorbing part of the risk, the guarantees are designed to make lenders and private investors more willing to finance projects in partner countries.
The platform targets six areas:
- renewable electricity generation
- renewable hydrogen
- transmission and distribution networks
- energy storage
- cross-border interconnections
- clean-technology manufacturing
Finance alone does not unlock projects, so T-MED also targets the barriers that slow them down. The Commission says the platform will support better regulatory frameworks, permitting procedures, grid access and power purchase agreements. It will also promote skills development and local clean-tech value chains.
Egypt and Tunisia Lead the Early Pipeline
The Commission has pointed to projects that show what T-MED is meant to deliver. Egypt dominates the early list:
- Grid upgrade: a €1.6 billion modernisation and expansion of Egypt’s national grid. New substations and transmission lines will connect solar and wind power from the Red Sea and Gulf of Suez regions.
- Green ammonia: a €575 million green ammonia plant in Ain Sokhna, described as the first of its kind in North Africa. It is built around a European electrolyser and exports its ammonia to the EU market.
- Hybrid solar: an EU-guaranteed hybrid solar photovoltaic project worth around €430 million.
- Onshore wind: the Niat and Rasgha wind projects, which will add 500 MW in the Gulf of Suez.
In Tunisia, T-MED is supporting two 100 MW solar photovoltaic plants and their transmission infrastructure, with EU support of about €92 million and €80 million respectively. The Commission says the projects will encourage private participation in Tunisia’s power sector and strengthen its energy security.

From June Initiative to October Platform
The platform puts into practice an initiative unveiled in June. On 9 June 2026, during European Sustainable Energy Week, Šuica and Energy Commissioner Dan Jørgensen launched T-MED with a goal of up to €25 billion in investment by 2035. The plan also expects T-MED to contribute 15 GW of new renewable capacity and more than 100,000 clean-energy jobs.
At that launch, the Commission opened two calls for expressions of interest. The one for private investors closed on 15 June, and the one for project promoters closed on 15 August 2026. It also scheduled the platform’s first operational meeting for October 2026, which this week’s launch delivers.
The case for the region rests on its resources. Šuica said in June that the Mediterranean holds an estimated 2,300 GW of renewable energy potential, more than twice the EU’s current installed capacity. She added that solar and wind generation costs there are 30% to 40% lower than in Europe.
The Commission’s T-MED initiative page says the platform is designed to build a consolidated pipeline of high-impact renewable, grid and clean-tech manufacturing projects. It also flags engagement with Gulf countries, whose investors already have a strong footprint in MENA energy.
Part of the Pact for the Mediterranean
T-MED sits within the Pact for the Mediterranean. The Commission adopted the Pact in October 2025, and EU and Southern Mediterranean partners formally launched it on 28 November 2025, the 30th anniversary of the Barcelona Declaration. The Pact aims to build a connected, prosperous and secure “Common Mediterranean Space”.
For Europe, T-MED serves several goals at once. It diversifies energy supply and builds markets for European technology such as electrolysers and wind turbines. It also creates a route for future clean-energy imports, as the Egyptian ammonia exports already show. For partner countries, it offers lower-risk access to capital for grids and generation that could cut losses, improve reliability and create jobs.
Outlook
The T-MED Investment Platform gives the EU’s Mediterranean energy ambitions a financing mechanism. Up to €4.5 billion in guarantees, a defined project pipeline and support for regulatory reform could make it easier to bring private capital into renewables, grids and hydrogen across North Africa.
The test will be execution. Reaching €25 billion in investment by 2035 depends on how much private finance the guarantees attract and how quickly partner governments improve permitting and grid access. It also depends on whether the pipeline grows beyond Egypt and Tunisia. The first projects selected through the platform, and how fast they reach financial close, will show whether T-MED can scale.
