Ireland launches a €1 billion plan to help firms scale abroad, highlighting business expansion, export growth, international investment, and Irish companies

Ireland has launched a €1 billion investment programme to help homegrown businesses expand internationally while retaining substantial operations and employment at home. Announced by Finance Minister Simon Harris in the 2027 Budget statement, the initiative will be led by the Ireland Strategic Investment Fund (ISIF) in cooperation with Enterprise Ireland, with investments planned through 2030. The programme is designed to address financing gaps faced by ambitious Irish companies seeking to become international competitors.

Key Overview

  • Ireland has announced a €1 billion investment programme to support domestic companies scaling internationally through 2030.
  • ISIF will provide commercial investment, including equity and debt, rather than distribute the entire amount as grants.
  • A dedicated €100 million allocation will support venture capital investments in high-growth, innovation-led companies.
  • Technology, life sciences, business services and food are among the sectors identified for potential investment.
  • ISIF says its existing Scaling Businesses strategy has already supported more than 500 Irish companies.

How the €1 Billion Investment Programme Will Work

The new financing initiative is intended to supply patient capital—financing that can remain invested while businesses develop products, enter new markets and build long-term operations. It is not a €1 billion cash-grant scheme, and the announcement does not mean every euro has already been committed to individual companies.

ISIF can invest directly in businesses through equity stakes or debt instruments, or indirectly alongside specialist investment managers. Its commercial investment mandate seeks both financial returns and positive economic effects in Ireland. The aim is to help companies finance overseas expansion without requiring them to relocate their core activities abroad.

The initiative will complement the work of Enterprise Ireland, which supports indigenous exporters and high-potential companies. Detailed allocations, investment terms and individual transactions will depend on opportunities that satisfy the fund’s requirements.

€100 Million Reserved for Venture Capital

Within the overall package, the government has set aside €100 million for venture capital investments in high-growth, innovation-led businesses. Artificial intelligence, deep technology and life sciences are among the fields expected to benefit, reflecting Ireland’s interest in commercially promising research and advanced technologies.

Early-stage and scaling technology businesses often need substantial funding before revenues can support international expansion. Venture capital can bridge this gap, although investments carry risks and depend on commercial assessments. The reserved €100 million forms part of the €1 billion programme; it is not an additional billion-euro commitment.

Beyond technology, the government’s sector priorities include business services and food production. These industries already provide foundations for internationally competitive Irish-owned businesses.

Existing Investments Offer a Starting Point

The new initiative expands a strategy under which ISIF has supported more than 500 businesses to date. Previously backed companies include medical-device developer Proverum, quantum-computing specialist Equal1, financial-software provider Progress Systems and fleet-technology business Cameramatics.

These examples demonstrate the diversity of companies the state-backed investor has supported, but they should not be mistaken for newly announced investments from the €1 billion allocation. ISIF’s existing investment approach requires commercial returns alongside benefits for economic activity and employment in Ireland.

Why the Funding Matters for Irish Growth

Irish officials say promising companies can struggle to secure enough growth financing at home, particularly when entering foreign markets. Minister for Enterprise Peter Burke described the programme as a way to strengthen access to capital and investor confidence, while Harris highlighted the importance of keeping globally ambitious businesses rooted in Ireland.

The broader Budget 2027 enterprise package also includes €3 million to establish Start Up Ireland and a separate €500 million expansion of the Growth and Sustainability Loan Scheme. These are distinct measures and should not be added to the €1 billion ISIF programme as though they were all part of one fund.

The long-term test will be how much capital is deployed, whether private investors invest alongside ISIF and whether recipient businesses grow exports, employment and economic activity in Ireland. The announcement establishes a substantial funding commitment, but its full economic impact will depend on investment decisions and business performance through 2030.
