ALTÉRRA and FinDev Canada Sign Climate Investment Partnership

ALTÉRRA, a climate-focused investment manager headquartered in Abu Dhabi, and FinDev Canada, Canada’s development finance institution, have announced a strategic partnership to mobilize capital at scale for climate investment across emerging and developing markets.

The partnership was signed on the sidelines of the Canada Investment Summit and reflects a shared ambition to accelerate the global climate transition and expand climate investment in underserved markets through innovative and scalable financing solutions.

Through a Memorandum of Understanding, ALTÉRRA and FinDev Canada will explore potential collaboration across co-financings and investments, funds, platforms and blended finance structures supporting decarbonization and climate resilience in emerging markets.

The institutions will combine their respective climate investment and development finance experience to identify and scale potential investment opportunities that deliver measurable climate impact while working to mobilize institutional and catalytic investors.

Focus on Emerging and Developing Markets

ALTÉRRA and FinDev Canada will focus on opportunities across Latin America, Southeast Asia and Africa, with an emphasis on climate investments.

Areas of interest will span:

  • Clean energy
  • Grids and storage
  • Sustainable transport
  • Water
  • Resilient infrastructure
  • Climate-smart agriculture

The partnership will also explore how catalytic and commercial capital can be combined to unlock new investment opportunities and create scalable models that can be replicated across markets.

The collaboration is intended to support climate investments while creating approaches that can attract greater participation from institutional investors.

Combining Climate Investment and Development Finance

ALTÉRRA was established to transform how and where the world invests in climate solutions, with a mandate focused on delivering climate impact and commercial returns across developed and emerging markets.

In growth markets, the investment manager advances this mandate through co-investments and strategies developed with Brookfield and TPG, deploying catalytic capital to enable broader institutional participation.

H.E. Majid Al Suwaidi, CEO of ALTÉRRA, said:

“Emerging and developing markets will be central to the global climate transition and represent one of the greatest investment opportunities of our time.”

According to ALTÉRRA’s latest Impact Report, 37% of climate investment opportunities are already considered investable or near-investable.

Al Suwaidi said bridging the remaining investment gap requires partnerships, innovative financing and a shared commitment to mobilizing private capital at scale.

He added that the partnership with FinDev Canada aims to expand the pipeline of investable climate opportunities and accelerate capital into high-potential markets, drawing on Canada’s infrastructure investing and development finance capabilities.

Expanding Climate Finance Opportunities

The partnership is also intended to address the gap between climate opportunities and available investment.

Lori Kerr, CEO of FinDev Canada, said:

“The climate transition will not be achieved in developed markets alone. Emerging markets offer extraordinary opportunities to strengthen resilience, advance sustainable growth, and create more prosperous economies, yet investment remains far below what is needed.”

Kerr said the institutions aim to bring together their investment experience, networks and climate finance capabilities to turn promising climate opportunities into investable realities.

The collaboration will also seek to demonstrate models that can be replicated across markets, with the ambition of unlocking larger flows of private capital and accelerating climate action and economic opportunity.

Focus on Scalable Financing Models

A central component of the partnership will be exploring financing structures that combine different forms of capital.

ALTÉRRA and FinDev Canada will examine blended finance structures, alongside co-financings, investments, funds and platforms.

The institutions will explore how catalytic capital can work alongside commercial capital to unlock new investment opportunities and develop scalable models.

The focus on replicable structures is intended to support climate investment across multiple emerging markets rather than individual opportunities alone.

Knowledge Sharing to Support Climate Finance

Beyond investment collaboration, ALTÉRRA and FinDev Canada will pursue joint knowledge sharing and thought leadership initiatives.

These initiatives are expected to strengthen the climate finance ecosystem, improve market understanding and help create conditions for greater private-sector participation in climate solutions globally.

The collaboration therefore extends beyond financing opportunities to include knowledge and market development activities.

Outlook

The ALTÉRRA and FinDev Canada partnership establishes a framework for exploring climate investment opportunities across Latin America, Southeast Asia and Africa.

The MoU covers potential collaboration across co-financings, investments, funds, platforms and blended finance structures, with areas of interest including clean energy, grids and storage, sustainable transport, water, resilient infrastructure and climate-smart agriculture.

The two institutions will also explore combinations of catalytic and commercial capital and seek scalable models that can be replicated across markets. Alongside investment activities, joint knowledge-sharing and thought-leadership initiatives will focus on strengthening the climate finance ecosystem and supporting greater private-sector participation in climate solutions.
