KHNP Selected for South Korea Offshore Wind Project

Share
Korea Hydro & Nuclear Power (KHNP) is selected as the preferred bidder for a major offshore wind project in South Korea, supporting the country's renewable energy expansion.

A consortium led by Korea Hydro & Nuclear Power (KHNP) has been selected as the preferred bidder for an 800MW offshore wind project in Jeonbuk, South Korea. The project forms the first phase of a planned 2.4GW offshore wind complex and reflects South Korea’s new government-led approach to accelerating offshore wind development under its recently enacted Offshore Wind Promotion Act.

Key Overview

  • KHNP has been selected as the preferred bidder for an 800MW offshore wind project in Jeonbuk.
  • The project represents the first phase of a planned 2.4GW offshore wind development.
  • The consortium includes 10 major South Korean energy, engineering, and financial companies.
  • South Korea’s new Offshore Wind Promotion Act streamlines permitting and requires majority public ownership.
  • The project supports South Korea’s target of reaching 12GW of offshore wind capacity by 2030.

Government-Led Consortium Advances Offshore Wind Development

A consortium led by Korea Hydro & Nuclear Power (KHNP) has been named the preferred bidder for an 800MW offshore wind project in Jeonbuk, South Korea, marking a significant step in the country’s efforts to accelerate renewable energy deployment and expand offshore wind capacity.

The project forms the first phase of a planned 2.4-GW offshore wind zone located off Buan County in Jeonbuk Province. Under the tender conditions, participating projects are required to maintain majority public ownership, reflecting South Korea’s new policy framework for offshore wind development.

The KHNP-led consortium is expected to sign an implementation agreement with Jeonbuk provincial authorities by the end of August 2026, allowing the project to move into its next stage of development.

Consortium Brings Together Major Industry Players

The consortium comprises a ten-member consortium spanning the energy, engineering, construction, manufacturing, and finance sectors.

Members include:

  • Korea Hydro & Nuclear Power (KHNP)
  • Korea East-West Power
  • KEPCO KPS
  • KEPCO Engineering & Construction (KEPCO E&C)
  • Hanwha Ocean
  • Doosan Enerbility
  • IBK Financial Group
  • Samil C&S
  • Jungang Offshore & Heavy Industries

The broad partnership is intended to combine technical expertise, financial capability, and public sector participation to deliver one of South Korea’s largest planned offshore wind developments.

Project Supports National Renewable Energy Goals

The Jeonbuk offshore wind project aligns with South Korea’s long-term renewable energy strategy.

The country aims to install 12GW of offshore wind capacity by 2030, while also targeting at least 6GW of onshore wind by 2030 under its updated national wind energy strategy released in December 2025.

Expanding offshore wind is expected to reduce South Korea’s dependence on imported fossil fuels while strengthening domestic clean energy generation and supporting long-term energy security.

New Offshore Wind Law Reshapes Development

The Jeonbuk project is among the first major developments to operate under South Korea’s Special Act on Offshore Wind Farm Promotion, which entered into force in March 2026.

The legislation introduced significant reforms to offshore wind permitting by replacing the previous developer-led system with a government-directed framework.

One of the Act’s key features is a “one-stop shop” approval process that allows up to 28 development-related licences and permits to be processed simultaneously through a single implementation plan within designated offshore wind zones.

Previously, these approvals were obtained sequentially through multiple government agencies, often extending project development timelines to between seven and nine years.

The Act also established an Offshore Wind Power Committee under the Prime Minister’s Office to coordinate government agencies and oversee offshore wind zone designation.

Implementation Agreement Marks Next Phase

Although selected as the preferred bidder, the consortium has not yet secured a final construction contract.

The next milestone will be signing an implementation agreement with Jeonbuk Province, expected before the end of August 2026.

Following that agreement, the project will move into detailed engineering, environmental impact assessments, grid connection negotiations with KEPCO, procurement of turbines and foundations, and financing activities.

Construction and commissioning schedules have not yet been announced, although first electricity generation is not expected before the early 2030s, based on typical offshore wind development timelines.

Phase One of Larger Offshore Wind Complex

The 800MW project represents only the first stage of the planned 2.4-GW offshore wind zone off Jeonbuk Province.

The remaining three development phases have not yet been tendered.

Future procurement rounds will help determine whether the government’s new regulatory framework attracts additional public-sector participation or encourages greater involvement from international offshore wind developers.

The Jeonbuk development is widely viewed as an early test of South Korea’s new offshore wind policy and its ability to accelerate large-scale renewable energy deployment.

Regional Development and Industrial Growth

KHNP President Kim Hoe-cheon described the project as an opportunity to strengthen South Korea’s renewable energy industry while supporting regional economic development.

According to the company, the consortium intends to work closely with provincial authorities, local communities, and industry partners throughout the development process.

Large-scale offshore wind projects are also expected to support domestic manufacturing, engineering services, port infrastructure, and specialised supply chains, creating long-term economic opportunities alongside clean energy generation.

Outlook

The selection of the KHNP-led consortium marks an important milestone in South Korea’s offshore wind expansion strategy and provides one of the first major tests of the country’s new government-led permitting framework. If successfully implemented, the 800MW Jeonbuk project could demonstrate how streamlined approvals and stronger public-sector participation can accelerate offshore wind development while supporting domestic industry and regional economic growth. As South Korea works toward its target of 12GW of offshore wind capacity by 2030, projects such as Jeonbuk are expected to play a central role in strengthening energy security, reducing fossil fuel dependence, and advancing the country’s clean energy transition.
