Qatar has launched Doha Investment, a dedicated platform that will manage and develop the Qatar Investment Authority’s domestic holdings. The move places more of the sovereign wealth fund’s local portfolio under a focused structure designed to strengthen national companies, attract private and international capital, deepen domestic markets and accelerate diversification beyond hydrocarbons.
The launch comes as Qatar navigates severe regional energy and shipping disruptions while continuing to expand non-hydrocarbon activity and prepare major new infrastructure and investment projects.
Key Overview
- Doha Investment will manage QIA’s domestic investment portfolio.
- The initial portfolio includes 45 state-owned enterprises, representing roughly one-third of QIA’s assets.
- Official Qatari material describes the portfolio as more than 40 companies operating across more than 80 markets.
- The platform will strengthen existing national champions and develop new companies in priority non-hydrocarbon sectors.
- Qatar wants greater private-sector participation, deeper capital markets and more international investment.
- Qatar’s real GDP grew 2.9% in 2025, while non-hydrocarbon GDP expanded 4.8%.
Doha Investment Consolidates QIA’s Domestic Portfolio
Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani announced the new platform during the Qatar Economic Forum’s UNGA Special Edition in New York. Doha Investment has been created to manage and grow QIA’s domestic portfolio while supporting the country’s next phase of economic development.
The platform will initially oversee 45 state-owned enterprises representing roughly one-third of QIA’s assets, according to Commerce and Industry Minister Sheikh Faisal bin Thani Al Thani, who will serve as managing director and vice-chairman.
QIA does not publish a comprehensive figure for its total assets. External estimates cited in current reporting place the sovereign wealth fund at about $580 billion, meaning the domestic portfolio represents a substantial share of one of the world’s largest state investment pools.
National Champions Form the Core Portfolio
The new structure brings together major Qatari businesses that already have large domestic and international footprints. The portfolio includes more than 40 companies operating in over 80 markets, including Qatar Airways Group, QNB Group, Ooredoo Group, Qatari Diar, Katara Hospitality and Hassad Food.
More than 20 portfolio companies generated revenues exceeding QAR 1 billion in 2025. Their activities span financial services, transport and logistics, telecommunications and technology, real estate, hospitality, food and agriculture.
Doha Investment is expected to work with management teams to improve competitiveness and long-term value while also supporting new national champions in areas including advanced technology, manufacturing, supply chains and healthcare.

Private Capital and Privatisation Take a Bigger Role
The platform is also intended to widen the role of private capital in Qatar’s economy. Its mandate includes increasing private-sector participation and attracting international expertise while helping deepen domestic capital markets.
That could involve partnerships with local and international investors, support for emerging businesses and selected privatisation opportunities. Qatar is simultaneously planning nearly $38.5 billion in new infrastructure projects over the next five years, including public-private partnerships, alongside an expected $22.5 billion in private investment across real estate and hospitality projects.
Diversification Gains Importance as Energy Risks Rise
The domestic-investment push comes during an unusually difficult period for Qatar’s energy-dependent external sector. Shipping through the Strait of Hormuz has been severely disrupted by the regional conflict, while QatarEnergy has said the crisis could delay parts of its LNG expansion programme because of difficulties receiving critical equipment.
Qatar’s economy nevertheless entered the disruption with growing non-hydrocarbon activity. Official figures show real GDP grew 2.9% in 2025 while non-hydrocarbon GDP expanded 4.8%, reinforcing the role of services and other non-energy industries in national growth.
The latest published quarterly breakdown also shows that non-hydrocarbon activities accounted for 65.5% of real GDP in Q3 2025, with construction and wholesale and retail trade among the fastest-growing areas.
A More Structured Domestic Investment Strategy
Doha Investment formalises a domestic role that QIA has already been building for years. QIA was established in 2005 to protect and grow Qatar’s financial assets and diversify the economy, while maintaining a globally diversified investment strategy.
The new platform gives the local portfolio a dedicated manager and a clearer mandate. Its success will depend not only on the performance of existing state-backed companies but also on whether it can attract outside capital, expand private ownership, develop new competitive businesses and translate Qatar’s accumulated state assets into broader non-hydrocarbon growth.
