Kenya has signed a memorandum of understanding with Endelevu Enterprise Corporation for a proposed $3 billion investment in electric vehicle manufacturing and green mobility. The project would establish local assembly plants, 1,000 solar-powered charging hubs and a digital platform supporting up to 100,000 green vehicles. The proposal also targets thousands of jobs and aims to position Kenya as a manufacturing base for East Africa and the wider African market.

Key Overview

  • Proposed investment: $3 billion, about KSh390 billion
  • Four-wheel vehicle capacity: 50,000 annually
  • Two-wheel and light-mobility capacity: 100,000 annually
  • Solar-powered charging hubs: 1,000
  • Digital platform: Up to 100,000 green vehicles
  • Direct jobs: About 2,000
  • Indirect opportunities: More than 20,000
  • Additional opportunities: Up to 80,000 in fleet management and services

Kenya Signs Proposed $3 Billion EV Deal

Kenya has signed an MoU with Endelevu Enterprise Corporation for a proposed $3 billion investment in electric vehicle manufacturing and green mobility.

The agreement was signed at State House in Nairobi on October 6, with President William Ruto witnessing the signing. The project is intended to establish an integrated green mobility ecosystem covering vehicle manufacturing and assembly, charging infrastructure and related value chains.

The proposed investment is being positioned as part of Kenya’s efforts to move from importing finished vehicles towards greater local manufacturing and value addition.

However, the MoU is a framework for the proposed investment rather than evidence that the facilities have already been built or that the full financing has been completed. 5050 Markets noted that financing, construction dates and approvals remain unresolved.

Two Manufacturing Plants Planned

Under the proposal, one assembly facility would have an annual capacity of 50,000 four-wheel vehicles, while a second facility would manufacture up to 100,000 two-wheelers and light-mobility vehicles each year.

Together, the proposed facilities would create production capacity across both four-wheel and smaller electric mobility segments.

The project is being developed through Endelevu Enterprise Corporation, with Geely identified as its partner. Kenya’s ambition extends beyond serving domestic demand, with the government seeking to use local production to supply East African and wider African markets.

Vehicles manufactured in Kenya that meet East African Community Rules of Origin requirements would be able to access the regional market.

1,000 Solar-Powered Charging Hubs

The investment would also extend beyond vehicle manufacturing. The proposal includes 1,000 solar-powered charging hubs and a digital platform capable of managing up to 100,000 green vehicles.

The charging network would address one of the key infrastructure requirements for wider electric vehicle adoption. By incorporating solar power into the proposed charging hubs, the project would also link transport electrification with renewable energy.

The digital platform would provide additional infrastructure for managing green vehicles as Kenya’s electric mobility market develops.

Thousands of Jobs Expected

The proposed investment is also expected to create employment across the automotive and wider green mobility value chain.

The project is projected to create about 2000 direct jobs and more than 20,000 indirect opportunities through suppliers, logistics companies and service providers.

Up to  80,000 further opportunities are projected in fleet management, operations and related services.

The government also expects the project to create opportunities for Kenyan SMEs through contracts and participation in the wider automotive supply chain.

Local Manufacturing at the Centre

President Ruto has linked the project to Kenya’s wider industrialisation agenda, arguing that greater domestic production could retain more economic value within the country.

The investment is intended to reduce reliance on imported finished vehicles while developing local technical skills, manufacturing capacity and supply chains.

KBC reported that Ruto also connected the electric mobility project to Kenya’s energy strategy, saying that the country could pursue petroleum refining while simultaneously expanding electric transport.

The government launched its National Electric Mobility Policy in February 2026, providing a framework for local assembly, charging infrastructure, skills development and wider EV adoption.

Kenya Eyes Regional EV Market

The proposed investment is not limited to Kenya’s domestic market. The government wants locally manufactured vehicles to serve customers across East Africa and the wider continent.

Ruto said Kenya does not want to assemble vehicles for only one market but wants to manufacture for East Africa and for Africa. The proposed regional strategy could give manufacturers access to a broader customer base if production meets applicable regional rules.

The project could also create opportunities for Kenyan companies involved in logistics, components, services, fleet management and other areas of the automotive value chain.

From MoU to Production

The signing marks the beginning of the proposed investment process rather than its completion.

Ruto directed the Ministry of Investments, Trade and Industry, through Invest Kenya, to facilitate the project and coordinate approvals, land and infrastructure. The government will need to work with the investor and relevant national and county institutions as the proposal moves toward definitive agreements, construction and production.

The distinction is important because the announced production capacities and employment figures are currently project proposals and projections.

Outlook

Kenya’s proposed KSh390 billion electric mobility investment could expand the country’s role in vehicle manufacturing while building charging infrastructure and related green mobility services.

The project combines vehicle assembly with 1,000 solar-powered charging hubs, digital infrastructure and a proposed manufacturing ecosystem serving both domestic and regional markets.

The next stage will be turning the MoU into definitive agreements, securing the required approvals and financing, and ultimately moving from plans to construction and production. If implemented as proposed, the investment could create new opportunities across manufacturing, technology, logistics, energy and automotive services.
